Minimum Qualifications Interested candidates must currently be reachable on the appropriate Civil Service Open
Competitive eligible lists or a current NYS employee eligible for transfer under Section 52.6,
70.1 or 70.4 of the Civil Service Law.

52.6 Transfer:
To be eligible for 52.6 transfer, candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher.
70.1 Transfer:
To be eligible for transfer under Section 70.1, to the Payroll Analyst Trainee 1 title, candidates must have one year of permanent competitive service in a qualifying title allocated to grade 11 or higher.
55B/C eligible candidates with a Bachelor’s Degree.

Duties Description Perform various Payroll tasks related to Tax Administration and Workers’ Compensation (Tax Audit and Processing).
? Oversee the review and resolution of Tax related payroll error messages in PayServ during the calculation and confirmation process of each payroll cycle.
? Oversee production queries
? Review and prepare corrected W-2s and FICA tax refunds
? Review the deceased employee process for the preparation and completion for Form 1099-Misc.
? Execute queries and update data for the quarterly data cleansing effort
? Provide tax balance adjustments and social security and Medicare deficiency information for the quarterly and annual reconciliation.
? Review, analyze and respond to Tax Administration mailbox inquiries
? Responsible for the review and completion of the Tax 900 and other control-d reports
? Apply non-resident alien tax treaty information for PayServ to ensure accurate taxation.
? Manage special tax withholding requirements for the payment of non-resident alien scholarships, and non-resident alien independent contractor payments.
? Assist with year-end processing
? Draft Operations Requirements Documents (ORD) to provide the requirements to implement payroll related changes to PayServ

Perform various Payroll tasks related to Tax Administration and Processing (Workers’ Compensation).
? Oversee the audit and review of C8 Forms received from the State Insurance Fund to ensure accuracy of payments made in PayServ.
? Oversee processing of weekly supplemental payments.
? Review and prepare corrected W-2s and FICA tax refunds as they relate to compensated Workers’ Compensation benefits.
? Execute queries and update data as needed.
? Oversee and monitor agency response to request for consent forms (AC3206).
? Responsible for the timely review and response to email inquiries to the Workers’ Compensation mailbox.
? Draft Operations Requirements Documents (ORD) to provide the requirements to implement payroll related changes to PayServ.
? Assist with the resolution of issues that arise from the processing of employment and income tax refunds received while on Workers’ Compensation leave.

Provide assistance and advice to supervisors, state agency payroll officers, as well as various government control agencies.
? Researching payroll tax laws and regulations, as well as the principals, theories, and techniques as needed for the accounting, reporting, and payment of all payroll taxes.
? Provide ad hoc payroll tax information for OSC’s response to inquiries and audits by agency payroll officer, the Internal Revenue Service, the Social Security Administration, NYS Department of Taxation and Finance, and other state and local entities.
? Prepare and complete employee performance evaluation
