Minimum Qualifications A bachelor’s degree in a human services field; hospital, healthcare, public or business administration; or a related field, and six years of responsible clinical, management, administrative, or supervisory experience in a mental health, public health, healthcare, and/or managed care setting including at least two years of supervisory experience in at least one of the following areas:
• policy development for a statewide mental health, public health, healthcare, and/or managed care program
• quality control, quality assurance, or quality improvement in a mental health, public health, healthcare, and/or managed care program
• program planning, design, implementation, or evaluation in a mental health, public health, healthcare, and/or managed care program
• as a county director of mental health
A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive, policy influencing position of Mental Health Program Manager 1, M-4, to function as the Director of the Bureau of Housing Development and Support within the Division of Adult Services and Managed Care.
Specific duties include, but are not limited to, the following:
o Planning, policy and decision making regarding new housing programs/services, and changes to existing housing programs/services that comprise the statewide mental health system.
o Oversee the program operations of the OMH licensed and funded residential services consisting of 40,766 housing units statewide with an additional 8,391 currently in the pipeline for development. This housing includes group homes, transitional apartments, single room occupancy units, supported housing rent subsidies and housing in family settings.
o Represents the Commissioner on the Homeless Housing Assistance Program Interagency Council.
o Develop and implement policy recommendations based on operational needs. Upon Associate Commissioner approval, communicate new policies and policy changes to Bureau staff and oversee implementation.
o Provide statewide direction for OMH’s housing development and support initiatives.
o Approve all housing related budget initiatives, spending plans and bed allocation plans.
o Act as liaison with other federal, State and local government agencies regarding management of supported housing programs including specific initiatives such as Medicaid Redesign Team (MRT), Adult Home Litigation, Nursing Home and psychiatric center referrals.
o Provide advice to OMH executive staff on financing options for housing development and collaborate with OMH Counsel to develop legislation for new financing options.
o Manage OMH’s Local Capital Approval and Expenditure process for housing programs.
o Oversee the preparation of the annual local capital budget request.
o Review and approve all stages of project development and capital budgeting.
o Attend meetings with OMH executive staff regarding housing priorities and overall budget framework.
o Provide guidance to staff in drafting budget requests in accordance with OMH priorities.
o Approve all OMH housing program requests for local capital financing.
o Manage OMH’s Capital Financing Programs for housing development and support.
o Implement and oversee the Dormitory Authority of the State of New York (DASNY) tax exempt bonding program.
o Manage short-term financing options; signatory for the requisition and disbursement of bond proceeds.
o Review and implement alternate financing programs as required, i.e., low income housing tax credits.
o Review and approve all requisitions for draw downs of bond proceeds.
o Attend meetings with OMH executive staff and financing agencies to discuss housing development and issues.
o Manage the inter-agency cooperative efforts, as part of the capital process for housing programs/initiatives, with DSANY, Division of Housing and Community Renewal (DHCR), Office of Temporary and Disability Assistance (OTDA), and the Division of the Budget (DOB).
o Transfer jurisdiction of state properties to voluntary agencies, manage joint funding, and manage control agency responsibilities.
o Act as liaison with Office of General Services (OGS) on transfer of jurisdiction of surplus OMH property.
o Develop procedures and budgets for joint funding initiatives while keeping within existing OMH housing development procedures, i.e., Housing and Urban Development (HUD 811), Homeless Housing and Assistance Program (HHAP), DHCR, etc.
o Represent OMH in meeting with, and responding to, the Legislature, other State agencies, counties, consumers and their families, and other citizen groups on issues to promote agency housing programs and resolve problems.
