Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Associate in School Business Management OR candidates must be a current NYS employee eligible for transfer via Section 70.1 of the Civil Service Law.
Section 70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Associate in School Financial Aid.
For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Assistant in School Business Management or Assistant in School Financial Aid OR candidates must have a master’s degree AND five years of professional level experience in elementary, middle or secondary education or in an educational oversight agency. Three years of this experience must have been in educational administration with major responsibility for education finance, education finance research or fiscal management.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in School Business Management position in the Office of Education Management Services. This Office provides technical assistance and oversight regarding the management of New York State school districts and BOCES and their use of education resources. Specific areas of responsibility include district management services, pupil transportation, BOCES, school district organization, contracts for excellence, district budget data and regents state aid proposal development. The incumbent of this position will provide fiscal guidance and oversight to school districts. Duties of this position include, but are not limited to, the following:
• Review budget documents for districts in fiscal stress;
• Collect and analyze data from independent audit reports, the Office of the State Comptroller and State Education Department (SED) audits, budget vote results, and salary and tax data submitted to SED for stressed districts identified by the Office of Audit Services;
• Provide training in resource allocation, risk assessment and internal controls to board members and officials in fiscally stressed school districts;
• Provide technical assistance on specific financial and management issues for stressed districts such as maximizing revenues from State Aid and grants, pupil transportation, accounting, auditing, purchasing, budgeting, and assessing risk and establishing internal controls;
• Engage in school improvement activities related to the allocation of resources (funds, time and teachers), including encouraging regionalization and shared services;
• Participate in collaborative research relating to the finance, management and productivity of fiscally stressed school districts; and
• Provide oversight and approval of BOCES cooperative service agreements and assistance with other issues related to the BOCES.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required.
*Leads to a salary of $97,632 based on annual performance advances.
