Open Competitive: a master’s degree in criminal justice, criminology, or another recognized human services discipline, and five years of progressively responsible administrative experience in the delivery of services to individuals with intellectual and /or developmental disabilities; two years of this experience must have been in the area of forensic services, including at least one year in a major management capacity involving statewide administration of a forensic program for individuals with intellectual and/or developmental disabilities.

Duties Description POSITION DESCRIPTION:

The Bureau of Intensive Treatment Services (BITS), under the guidance and direction of the Developmental Disabilities (DD) Operations Director 1 (BITS), analyzes, develops, and provides statewide policy direction on matters involving individuals with Intellectual/Developmental Disabilities who present with complex behavioral issues that may also interface with the criminal justice system. Best practices in the complex and highly specialized field of developmental disabilities are continuously evolving; as such, there is an ongoing need for the Bureau of Intensive Treatment Services to research, review and disseminate new information to staff working in the state operated programs and field offices. This includes researching and disseminating emerging evidence-based forensic/short-term inpatient treatment practices, which directly translates to improving the health and safety of the individuals with developmental disabilities in our care and the safety of OPWDD staff who work directly with this population. The integration and consistent application of regulatory mandates and rights protections into the planning and delivery of specialty interventions requires an additional degree of professional development of clinical staff, and a significant investment in supervision, training, and oversight activities.
The DD Operations Director 1 (BITS) monitors people who qualify for services and are involved in the criminal justice system (probation, parole, jail, prison, etc.), and ensures that accurate information is disseminated to BITS staff and service providers to ensure people with significant criminal backgrounds can avail themselves of OPWDD supports and services with a goal of reducing further involvement with the criminal justice system, and preventing harm to themselves or the public. This person monitors and reviews treatment programs for service recipients across the state, particularly programs related to movement of individuals with high risk behaviors to more community-integrated settings, to ensure appropriate safeguards, supervision and treatment are in place to mitigate safety risks of the individuals being served. This person also coordinates reviews by a statewide panel of experts, and monitors data and runs reports to examine trends in services and outcomes for these individuals. This person provides analysis and compiles case-specific reports and statewide trend reports on the individuals with Intellectual/Developmental Disabilities who present with complex behavioral issues that may also interface with the criminal justice system to the highest levels of OPWDD leadership. This wide ranging information accumulated from operations across New York State is used to project needs and develop plans for people with challenging behaviors and forensic backgrounds to support people to live in the most integrated setting possible with effective, evidence based supports in place to meet their needs.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Supervises the operation of the BITS including the BITS Forensic Coordinators, and the Central Office Bureau staff. The Director establishes performance and implementation goals and evaluates same.

• Assures compliance with court orders issued for defendants committed to the custody of the Commissioner as unfit to stand trial or not criminally responsible for their actions.

• Chairs the Statewide Forensic Advisory Committee and review local forensic committee determinations/recommendations on requests for court authorizations, changes in status or granting of leaves for people committed to OPWDD via the Criminal Procedures Law.

• Chairs the Statewide Admissions Committee which controls all admissions and discharges to all institutions operated by OPWDD.

• Coordinates the development and delivery of training to the Criminal Justice System including judges, attorneys, police officers, parole officers, probation officers and the Department of Correctional Services.

• Provides public information to OPWDD agencies and community groups regarding the nature and needs of BITS affiliated service recipients in OPWDD programs and services in this area.

• Evaluates the effectiveness of programs and services for BITS affiliated service recipients in the OPWDD service system.

• Serves as interagency liaison to Department of Correctional services, division of Parole, Division of Probation and Correctional Alternatives, Office of Mental Health Bureau of Forensic Services, and other Criminal Justice agencies.

• Assures compliance with standards for designated secure facilities through regular and unannounced security reviews, peer reviews and review of secondary source reports.

• Works closely with other OPWDD units/bureaus, Counsel’s Office, DDSOOs, DDROs and voluntary not-for-profit agency providers on policy and transitional issues. This includes management of campus based institutional placements and utilization thresholds and assuring appropriate balance of rights, responsibilities and risk in policy and practice.

• Reviews and examines proposed legislation, regulations and policy for consistency with OPWDD strategic initiatives and operational issues.

• Collaborates with other State agencies, such as the Office of Mental Health, Department of Corrections, Division of Parole/Probation and Department of Health to resolve issues, facilitate management of cases, and to promote provision of evidence-based treatments and clinical/behavioral/mental health services to persons with developmental disabilities.

• Researches, analyzes, edits and formats policies and regulations to develop integrated policies and procedures, including documentation and reimbursement requirements that impact service provision to individuals with forensic and other complex behavioral treatment needs.

• Communicates with providers, DDSOO and DDRO staff, and OPWDD Directors to facilitate community integrated service options for individuals, and to resolve operational and policy/program issues impacting on service provision to individuals with forensic and other complex behavioral treatment needs.

• Provides technical assistance and advice to Central Office Leadership and DDSOO/DDRO staff and/or community agencies about policy and standards interpretation and implementation, including responding to telephone calls, e-mail, and info line inquiries.
