Minimum Qualifications MINIMUM QUALIFICATIONS: For provisional appointment candidates must have one year of permanent competitive or non-competitive 55b/c service as a Library Development Specialist 1.

Duties Description The New York State Library is seeking to fill the position of Library Development Specialist 2 (LDS 2). Under the direction of the Assistant Commissioner for Libraries, the incumbent functions as the Team Leader of the Division of Library Development’s Technology, Infrastructure, and Federal Aid Services Operating Team. This position provides critical leadership and high-level expertise for the planning and implementation of statewide initiatives, programs, and services designed to improve access to library programs and services.

The incumbent will oversee and coordinate the State Library’s federally-funded Library Services and Technology Act (LSTA) Program. This position also provides leadership and oversight for statewide library technology and infrastructure programs and initiatives including, but not limited to the State Aid for Library Construction program, the New York Online Virtual Electronic Library (NOVELNY) project, the federal E-Rate program, state and national broadband initiatives, digital literacy and digital inclusion initiatives and the Library Development web and social media presence. The incumbent will also participate as a member of the Library Development Leadership Team and will also participate as an Office of Cultural Education (OCE) Weekend Administrative Officer. Duties of this position will include, but are not limited to, the following:

• Develop and manage statewide library programs and services in cooperation with libraries, library systems, and/or State and Federal agencies. Prepare program plans, work with advisory groups, interpret programs, secure institutional commitments, and coordinate program implementation and evaluation, including statewide communications and advocacy efforts;
• Provide high-level consultant expertise in library and library system governance matters, and oversee the monitoring of local library and library system compliance with laws, regulations, and guidelines;
• Oversee Federal and/or State funded statutory and competitive grant programs;
• Develop funding proposals to/with outside organizations or other State or Federal agencies, and oversee administration and evaluation of such programs as necessary;
• Handle complex public policy, legal and program-related questions and concerns sent to the Department and to the Regents from the general public, the media, local and state officials, the Legislature, and others about libraries and library systems;
• Represent the State Library, OCE, and the New York State Education Department to both internal and external groups. Attend meetings and represent the State’s position and viewpoint to explain State policies, plans, and processes;
• Supervise the work of Library Development Specialist 1 positions, Education Program Assistant 1 or 2 positions, and other positions as assigned; and
• Perform other duties as assigned.
