Minimum Qualifications Bachelor’s degree and a minimum of five years of progressively responsible management experience involving auditing responsibilities or program evaluations.
Preferred Qualifications: A professional certification, such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA) or Certified Information Systems Auditor (CISA) and a Master’s degree in accounting, business, public administration, economics, or management.
The ideal candidate will have extensive knowledge of government operations; be able to identify management, organizational and operating problems and assess their implications; be familiar with professional standards, goals and techniques of internal auditing, internal controls and/or program evaluation; demonstrate good oral and written communication skills; and have supervisory and training skills.
Duties Description The Director Internal Audit manages the internal audit programs for the New York State Department of Agriculture of Markets and the New York State Liquor Authority and is responsible for reviewing operations to assure compliance with management policies and the effectiveness of internal controls. Duties include, but are not limited to:
• Directing and planning the audit programs to insure periodic examination of all department operations and of the adequacy of management controls;
• Conducting preliminary studies to gather data and to detect or substantiate weak areas to determine priority of internal audits;
• Planning for making necessary arrangements for specific audits;
• Preparing or directing the preparation of reports of findings;
• Arranging for follow-up studies to determine that recommended corrective action has been taken and is effective;
• Personally conducting the most difficult or complex audits;
• Representing the Departments in contact with other agencies.
Additional Comments This position is in the exempt jurisdictional class and the incumbent serves at the pleasure of the Commissioner of the Department of Agriculture and Markets.
Filling this position is contingent upon the Division of Budget approval.
Salary will be commensurate with education and experience.
