Minimum Qualifications A Master’s Degree from an accredited college/university in human services or in the social sciences and two years of experience with EAP programs; OR a Bachelor’s Degree in any discipline and four years of EAP experience; OR six years’ experience in EAP programs; Excellent management, oral and written communication, and presentation skills; Proficiency in Microsoft Office, including Word, Excel, PowerPoint and Outlook; Preference will be given to candidates with any of the following experience or qualifications: Certified Employee Assistance Professional (CEAP) certification; EAP Coordinator in a NYS agency; Training; EAP in law enforcement organizations or correctional facilities; Labor Relations; Job requires extensive travel and on-site visits; Must possess a valid NYS driver’s license or be able to make travel arrangements to places not served by public transportation; A satisfactory equivalent combination of appropriate experience and education as determined by the New York State Governor’s Office of Employee Relations.

Duties Description Under the supervision of the Employee Assistance Program (EAP) Assistant Manager, the EAP Regional Representative oversees the local labor-management Employee Assistance Programs in state agencies and facilities, generally within a specific geographic region. The job requires frequent travel and on-site visits. Duties include, but are not limited to: Work with both management and union representatives to establish local EAP Committees in State agencies and facilities, and rejuvenate existing committees; attend committee meetings as schedule permits; Provide orientations to EAP Committees on EAP policies and procedures and guidance on operating a successful agency or facility Employee Assistance Program; Assist EAP Committees in the development and implementation of programs designed to assist employees with problems and issues that affect their well-being and productivity, such as smoking cessation programs, health and safety fairs, health screenings, and informational lunch-time presentations; Assist EAP Committees in the selection of EAP Coordinators; guide the selection process, attend interviews, provide orientation to new coordinators, and arrange for their attendance at the New Coordinator Institute (NCI); Monitor new and inexperienced coordinators; participate in the coordinator evaluation process; make recommendations for training and professional development for coordinators; Assist EAP Coordinators in identifying community resources and maintaining a resource file of local, state, and national resources to ensure timely and appropriate referrals for employees seeking assistance; Monitor the operation of local labor-management programs; assist in the resolution of problems and conflicts that may develop between EAP Committees and EAP Coordinators and between EAP Committees and agency management or union leadership; Maintain open communication with unions and management to foster an understanding of the role of EAP and to facilitate communication among all parties; Serve as consultant to supervisors, union representatives, and managers to help them address workplace issues related to EAP; Collect and analyze data on the operation of local programs; identify training and development needs of both EAP Coordinators and Committees; prepare reports for the EAP Program Manager and the Statewide EAP; Work with the Statewide EAP Training Director to select training programs, instructors and materials; organize training schedules and select and reserve training sites; evaluate training courses and make recommendations as to their appropriateness for future training; Facilitate regular training for all EAP Coordinators and annual training for EAP Committee members; assist EAP Committees in promoting EAP for Supervisors; deliver supervisory training and other training, and assist EAP Coordinators in delivering training to agencies and facilities when requested; Serve as a team leader for special projects, both within the assigned region and on a statewide basis, such as crisis response, policy review, and continuous improvement initiatives; Assist EAP Coordinators with difficult and sensitive cases; personally handle sensitive cases; especially from higher-level managerial employees and union officials; Assist agencies in responding to a crisis, such as a natural disaster or death of an employee, when requested, as well as workforce reductions, consolidations, and other workplace issues; Supervise regional support staff and oversee operations in the EAP regional office.
