Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:
• Budget Fellow I: $42,955 - A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.
• Budget Fellow II: $47,036 – A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.
• Budget Fellow III: $50,887 – A Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year of public administration. Eligible for annual salary increases based on performance.
Candidates for this position should be self-starters with strong analytical and independent problem solving skills including the ability to research, understand and clarify complex issues and requirements. Candidates must also have strong interpersonal and oral and written communication skills, the ability to prioritize activities and effectively deal with competing demands.
Duties Description The incumbent will be part of a four-person team responsible for the analysis, development, and implementation of key aspects of the Executive Budget process. The incumbent’s duties will primarily involve, but are not limited to:
• Procedure planning and scheduling for development of the Executive Budget;
• Develop and issue budget request, budget bulletins, budgetmaking and budget implementation memoranda, forms and instructions, providing both policy and technical guidance;
• Produce the Executive Budget appropriation bills and publications;
• Coordinate various assignments related to achieving budget enactment;
• Plan and coordinate Division-wide information-gathering exercises;
• Plan and coordinate Division-wide review and update of the Budget Policy and Reporting Manual
• Review and monitor Community Projects Fund (007) grant requests and awards, including the review of disclosure certifications and the verification of grant recipient prequalification requirements.
• Analyze process and systems needs and develop / implement solutions; and
• Provide advice and assistance to examination unit staff on specific procedural and other technical questions -- e.g., on appropriation bills and other Executive Budget documents.
This position provides the opportunity to work on a wide range of mission critical Division processes. In performing the above responsibilities the incumbent will interact with staff at all levels throughout the Budget Division, Governor’s Office, the State Comptroller’s Office, and the Legislature. The incumbent will also initiate, and participate in, efforts to improve the Division’s procedures and automated systems.
