Minimum Qualifications Seven (7) years professional experience in public health, public administration, public policy, social services, or a related field. This may include experience in a public health agency, public or private social services organization or health provider; OR Bachelor’s degree in Computer Science and three (3) years of above described experience. A Master’s degree may substitute for one year of experience. College study may be substituted for up to four (4) years of the required general experience at a rate of 15 semester credit hours equaling six months of the required experience.

Preferred Qualifications
Health policy experience including administrative experience; excellent writing, analytic and research skills; experience working with health benefit exchanges or similar health coverage mechanisms or entities; experience with eligibility and enrollment in Medicaid, Child Health Plus (CHP), or other public coverage programs in New York State.

Duties Description The incumbent of this position will provide analysis, support and subject matter expertise for Exchange and Medicaid/CHP systems design, development and implementation (DDI) activities and business process documentation and redesign efforts related to the Enrollment Center, Contact Center, Marketplace and to the Early Innovator Project. The incumbent will conduct research and analysis and develop recommendations regarding business processes and requirements for the eligibility and enrollment, communication and customer assistance components of New York’s eligibility system. Specific duties may include: analyze current communications transpiring between stakeholders and DOH to determine baseline for potential modification; analyze electronic means of communication; analyze the requirement of the Affordable Care Act for core business requirements and determine current shortfalls in existing policies and procedures; analyze the procedures for determining eligibility and enrolling applicants in the public health programs and recommending more effective approaches; serve as a subject matter expert in the above core business areas of the Marketplace; work closely with stakeholders examining existing business models and flows of data; and design appropriate improved IT solutions.
