Minimum Qualifications • Understanding of foundational technology components including Rules Engines, Workflow Engines, IVR technology.
• Experience leading large teams of systems analysts, designers, developers, testers, and interfacing with IT support roles.
• Experience working on projects with large scale networking, infrastructure, and database requirements.
• Experience with the SDLC toolset such as requirements management tool, IDE, defect management tool, etc.
• Experience leading technology teams on large scale application development efforts utilizing an architecture-based approach.
• Prefer basic understanding of architecture standards such as TOGAF, NHSIA, MITA and ERA.
• Prefer some experience with implementing systems which adhere to the CMS 7 Standards and Conditions.
• NYS and/or NYC government experience preferred.

Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

The IES program is looking to hire a Technical Lead to manage the technical implementation across projects within the IES program. Specific responsibilities include:

• Responsible for managing and reviewing IT deliverables and coordinating activities within the team and across the NYS enterprise including infrastructure, database, security, etc.;
• Collaborate with the Enterprise Architect to develop solution strategies, and evaluate and select hardware and software products;
• Oversee the technical resources from the System Integrator vendor and ensure alignment between proposed solutions and NYS ITS standards;
• Responsible for release management, security implementation, testing and development;
• Manage a blended team of State and vendor resources.
