Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Senior Auditor OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated to grade 16 or higher. Some titles require the candidate to have 24 credit hours in accounting and/or auditing courses.
70.4 Transfer
To be eligible for transfer under Section 70.4 to the Senior Auditor Trainee 1, candidates must have one year of permanent competitive service in a position allocated to an SG-12 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) eligible list. The traineeship would include SG-14 Trainee 1, SG-16 Trainee 2 and after successful completion of the two year traineeship advancement to the SG-18 level.

Duties Description The New York State Education Department (NYSED) is seeking candidates for a Senior Auditor position in the Office of Audit Services (OAS). This office administers both the internal and external audit functions in NYSED. The incumbent of this position will assist in the conduct of audits primarily related to State and federally funded educational programs at school districts, Boards of Cooperative Educational Services (BOCES), private schools, and other agencies and contractors that receive funds administered by the Department. The duties of this position will include, but are not limited to, the following:

• Assist in the investigation of complaints of fraud, waste or abuse;
• Assist in audits of Department programs, activities and functions;
• Serve as staff auditor on an audit team under supervision of an auditor-in-charge (AIC) and perform pre-audit surveys;
• Participate in development of audit plans and programs by reviewing relevant documents, records and reports related to the particular entity to be audited;
• Participate in interview of Department and/or auditee staff to obtain required and necessary information for the conduct of audits;
• Examine source documents used by entities being audited to obtain documentation needed to accomplish audit objectives;
• Participate in writing audit findings and reports and recommend appropriate corrective action;
• Serve as an Auditor in Charge (AIC) on selected audits;
• Assist in the review of financial statements and A-133 Single Audits of school districts, BOCES, private schools and colleges and universities; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be permanent appointment. This position requires 30% - 40% overnight travel. Auditors in the field are permitted to work a compressed workweek by working 37 ½ hours in four days. Salary above applies to candidates appointed to Senior Auditor. The hiring rate for candidates appointed to Senior Auditor Trainee 1 starts at $39,713 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to Senior Auditor upon successful completion of a (two) year traineeship. Promotions and transfers may change appointees’ negotiating unit.
