Minimum Qualifications Qualifications for transfer: current New York State employee with one year or more of permanent or contingent-permanent status in a title at SG-18 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

The Professional Career Opportunities (PCO) eligible list is also used to fill this title at the trainee level. Both current NYS Employees and non state employees may apply if your name appears on this list.

Candidates eligible for 55-b/c appointment are also eligible to apply.

Employees eligible to transfer to Training Specialist 1 or 2, may also be considered.

Salary range above applies to candidates appointed to Training Specialist 1, G-18. Candidates hired into the traineeship will be advanced to Training Specialist 1 title upon the successful completion of a two-year traineeship.

Duties Description • Identify specific training needs of specific jobs, roles (managers’, support staff, facilitators, etc.) and Divisions, Bureaus, Sections and working units within the offices.
• Develop, administer and/or present specific training courses designed to improve on-the-job knowledge, skills and abilities of personnel, both online self-study and live delivery formats.
• Assist in the development of online learning using Lectora.
• Assist in evaluating training courses and content from other providers for use or repurpose internally.
• Coordinate external training available outside the agency from associations, organizations, other agencies and training providers.
• Update existing bureau tracking reports, status reports, budget reports, databases and prepare reports and status updates as needed.
• Keep apprised of stakeholder learning and information needs and make recommendations about learning solutions and content development.
• Develop and deliver classroom training on mandated training, soft skills courses and job specific training.
• Develop on-the-job training support tools, standard operating procedures, and update curriculum development processes as required .
• Become one of the agency’s primary administrators for the Statewide Learning Management System (SLMS).
• Maintain agency content and catalog on SLMS.
• Update intranet information as needed.
• Prepare marketing communications on training programs and services-- training announcements, special event announcements and fliers, new online offerings and new outside learning opportunities.
• Supervise support staff on assigned projects.
• Travel statewide for live training courses as needed.
• Other duties as assigned.

Additional Comments PREFERRED QUALIFICATIONS:
• Strong oral and written skills.
• Knowledge of Microsoft Office programs, including Word, Excel, PowerPoint and Publisher.
• Knowledge of survey creation, evaluation and reporting.
• Positive and engaging personality to represent the bureau at meetings and during live training events with internal stakeholders and external business contacts.
