Minimum Qualifications • Bachelor's degree from an accredited four-year college or university with a specialization in accounting, finance or other similar business related field.
• Certified Public Account (CPA)
• At least five years in a managerial role relating to Accounting and/or Finance

• Ability to establish and maintain positive working relationships with other departmental and organizational staff at all levels, Board members and outside contacts
• Ability to understand tax laws and regulatory (e.g. GAAP, GASB, etc.) requirements as they pertain to public pension funds
• Ability to demonstrate integrity, confidentiality and ethics.
• General knowledge of actuarial funding concepts
• General knowledge of investment accounting and operations
• Chartered Global Management Accountant (CGMA) and/or Certified Government Financial Manager
• Excellent interpersonal and customer service skills
• Strong written and verbal communication skills
• Demonstrated ability to anticipate problems and react appropriately
Duties Description The Manager of Finance is responsible for planning, directing, and coordinating the activities of the Finance Department, including all general accounting functions, budgeting and procurement. Additionally, the incumbent will work closely with other departmental and executive staff on financial matters relating to Systems goals and objectives.
Oversee the operation of the Finance department by:
-Ensuring proper supervision, training and development of all departmental staff
-Communicating the mission of the System to departmental staff and show how staff relates to the mission
-Directing the efforts of the department in setting and achieving goals and objectives
-Ensuring business processes and procedures adequately support timely and accurate processing of transactions and financial reports
-Fostering an environment of teamwork and cohesiveness as it relates to each departmental unit and the department as a whole
Review and approval of all System financial reports including:
-Quarterly and annual financial statements
-Comprehensive Annual Financial Report
-Annual System operating budget
-Annual Insurance Department report
Provide expertise to support all staff levels in all financial related functions including:
Accounts payable/receivable, budgeting, cash control, procurement/contract and other related accounting functions
Impact assessment of state legislation and federal laws on System financial/accounting applications and reports
Interpretation and implementation of GASB statements
Adherence to GAAP standards when creating and reviewing financial statements
Compliance with various GFOA certification guidelines
Oversee adherence to Internal controls by:
-Assuring adequate internal controls are maintained
-Assuring appropriate policies and procedures are created, implemented and/or maintained to ensure accuracy and completeness of work performed by the department
-Working closely and cooperatively with other departments, such as the Investment Operations Department and the Member Services Department, to ensure new and current business functions use appropriate financial processes and internal controls
-Act as a strategic resource for the Systems Executive Director and management team by:
-Attending Board meetings
-Participating in appropriate Board committees
-Working closely and cooperatively with executive staff and all other areas of the System to further the mission of the System
Act as a liaison with external entities including:
-Depository Bank
-Treasury
-Insurance Department
-External Auditors
-Employers
