Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Education Program Assistant 1.
§70.1 Transfer: One year of permanent competitive or 55 b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
§70.4 Transfer: Candidates may be eligible for transfer to Education Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the PCO or PATT or PMI eligible list.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or Public Management Intern eligible list may be considered for appointment.

Duties Description The New York State Education Department (NYSED) Office of Education Policy is seeking to fill an Education Program Assistant 1 (EPA 1) position within the Office of Education Management Services (EMS). The incumbent will focus on support for the Pupil Transportation Services group and contribute to the work of the broader Office of EMS. The EMS is a cooperative team that works across multiple program areas. Duties of this position will include, but are not limited to, the following:

• Assist with review of pupil transportation contracts and other arrangements between school districts, BOCES and vendors;
• Support NYSED’s Office of Pupil Transportation Services with technical assistance to school districts, in particular, around issues related to contracts, request for proposals and other tracking of statutory requirements;
• Under the supervision of the State Director of Pupil Transportation, prepare documents for school districts, BOCES, State Aid and other key leaders on pupil transportation issues;
• Respond to routine inquiries from the field regarding pupil transportation issues;
• Prepare statistical records, reports, and correspondence on pupil transportation issues; and
• Perform other tasks in support of the overall mission of the Office of Educational Management Services.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Transfer candidates to Education Trainee 1 and appointees from the PATT, PCO or PMI lists will serve a two-year traineeship leading to the Grade 14 salary level. Promotions and transfers may change appointees’ negotiating unit. Applications should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. *Leads to a salary of $53,606 based on annual performance advances.
