Salary RangeFrom $75243 to $94834 Annually
Minimum Qualifications Seven or more years of experience within New York State service with demonstrated experience with State budget and Fiscal operations, included or supplemented by at least two years of supervisory experience and one year of experience working with NYS grants or contracts.
A bachelor’s degree or higher may substitute for four years of State budget and Fiscal operations experience.
Preferred Qualifications:
• Strong verbal and written communication skills, with an ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency users.
• Thorough understanding of the statutes, policy and procedures which govern the grant/procurement processes for State agencies.
• Experience with the Statewide Financial System (SFS)
• Experience with existing State agency financial management software preferred, and familiarity of contract management applications and/or ERP solutions desired.
• Ability to critically evaluate information gathered from multiple sources, reconcile conflicts, break out high-level information into details, or summarize from low-level information to a more general understanding.
• Ability to validate data and identify gaps, problem areas or new topics for consideration.
• Strong facilitation skills.
• Ability to lead various requirements sessions, background meetings, configuration sessions; etc., as well as the ability to negotiate priorities and resolve conflicts among project teams, consultants and contractors, users and stakeholders.
Duties Description Under the direction of the Assistant Director of Implementation Outreach and Customer Support within the Enterprise Business Solutions Division, the Project Assistant will support the growth and expansion of the Grants Gateway, a critical initiative to streamline the State’s grant processes. Responsibilities will focus on implementation support to over 30 State and 5,300 Non-Profit organizations that use the system to advertise, award, develop, execute, and manage grant contracts; as well as managing day-to-day activities for both Gateway implementation outreach and customer support.
Duties include, but are not limited to, the following:
• Implement the Grants Gateway, coordinating the transition of State agencies and grant programs into the Gateway. Plan, direct, and coordinate staff to maximize agency use of the system.
• Oversee the provision of routine day-to-day and technical Grants Gateway support to State agencies, ensuring questions, issues, concerns regarding Grants Reform initiatives and/or the Grants Gateway are addressed timely and comprehensively.
• Monitor State agency performance with regard to timely contracting. Develop, recommend, and implement system and process improvement, ensuring agency grant timelines are realistic and result in on time contracts.
• Proactively identify State agency training needs and work with Customer Support Unit to ensure staff have the necessary skills use Grants Gateway to manage grant programs throughout their lifecycle.
• Confer with information technology staff to ascertain possible enhancements to the Grants Gateway system and to improve the efficiency and effectiveness of the system.
• Evaluate and Disseminate detailed written procedures, ensuring reports assigned to staff are timely, comprehensive, and accurate.

• Performing a full range of supervisory duties.
