Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research OR be reachable on the Civil Service eligible list for this title.

If there are fewer than 3 acceptors on the eligible list, a provisional appointment may be considered.
For provisional appointment, candidates must have a master’s degree AND three years of experience in research. Two years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).

Section 70.4 Transfer
To be eligible for transfer under Section 70.4 of the Civil Service Law, candidates must have standing on the Civil Service eligible list for this title and be a current New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Assistant in Education Research position in the Office of Accountability/Metrics Unit (OA). This Office oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of federal Elementary and Secondary Education Act (ESEA) funds. The Office works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those replicating the best practices of the State’s high performing and high progressing schools and districts. The Office is responsible for implementing New York’s ESEA accountability flexibility waiver and the provisions of Commissioner’s Regulations pertaining to school and district accountability. The incumbent of this position will conduct research in support of developing policies, implementing regulations, and providing technical assistance to schools and school districts. Other duties of this position include, but are not limited to, the following:

• Assist in analyzing the effectiveness of educational programs, supports and interventions by developing and using advanced statistical methods to examine various data sets;
• Assist with making data-driven recommendations regarding strategies for holding schools and districts accountable for performance;
• Conduct analysis on validity, reliability and equitability of the State’s accountability determinations;
• Under the direction of an Associate in Education Research, develop systems for reporting on the demonstrable improvement of Struggling and Persistently Struggling Schools;
• Utilize statistical software to perform advanced quantitative analyses and provide guidance to other members of the team on best practices for maintaining documentation of analytic business rules and programming;
• Manage projects and coordinate work on research and evaluation projects, including establishing project timelines and managing project collaborators towards timely completion of deliverables;
• Develop graphical representations of accountability measures;
• Assist in interpretation and communication of the results of quantitative analyses through written reports and oral presentations; and
• Engage in analytic work that arises in response to real-time issues.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. *Leads to a maximum salary of $81,415 based on annual performance advances.
