Duties Description POSITION DESCRIPTION:
The role and function of this staff is to support and promote self-direction with individuals and families, advocates, brokers, Fiscal intermediary (FI) agencies, and Office for People With Developmental Disabilities (OPWDD) staff. The Program Operations Specialist 1 (POS 1) will work as a member of the Bureau within the Division of Person Centered Supports to respond to questions and inquiries that come in from Developmental Disabilities State Operations Office’s (DDSOO), voluntary providers, state agencies, etc. on the management and operation of the Health Community Based Services (HCBS), Waivers/People First Waiver with specific focus on services and practices related to Self-Direction.

PRIMARY DUTIES AND RESPONSIBILITIES:
The incumbent of this position will be responsible for, but not limited to, the following activities:
• Work with the team to develop a system for efficient, effective, and consistent communications on statewide policy issues including waiver policy/operational questions.
• Provide technical support and guidance to Self-Direction Liaisons, other OPWDD DDSOs and Central Office staff, individuals/families, advocates, brokers and Fiscal intermediary (FI) agencies as they pursue implementation and delivery of Self Direction plans/budgets; trouble shoot problems that arise in the implementation of Self Direction plans/budgets, including problems related to individuals who are self-directing, new and approved Self Direction plans/budgets, Medicaid and OPWDD billings, and other areas as they arise.
• Assist in developing and implementing policy and procedures associated with self-direction;
• Research and make recommendations related to national approaches and practices related to self-direction.
• Assist self-direction liaisons in answers to guide local decision making.
• Organize and help to coordinate statewide meetings/conference calls, videoconferences, etc. to inform and communicate on the status of self direction and any related areas.
• Research and answer inquiries on questions and issues that arise from the DDSOs and/or voluntary providers and other units within OPWDD.
• Represent OPWDD on interagency committees, in intra-agency work groups, and in public conferences and forums as assigned.
• Assist in developing self-direction training curriculums, implementing policies related to training, preparing training materials, and presenting training materials.
• Participate in the development, documentation and implementation of Self Direction policy, ensuring program standards and quality.
• Coordinate development, standardization and maintenance of Self Direction forms as needed.
• Create/update resource information related to individualized initiatives, as needed, such as guidance documents, brochures, training materials including PowerPoints and hand-outs.
• Assess problems and develop solutions to issues regarding expansion of and changes to program.
• Assist in managing the self-direction to redesign e-mail account.
• Work as a member of the Bureau within the Division of Person Centered Supports to assist with other projects within the division and that support OPWDD's priorities and goals.
