Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.

Master's Degree from a regionally accredited college or university, plus four (4) years of experience in business administration, public administration, or related fields.*

OR

Bachelor's Degree from a regionally accredited college or university, plus six (6) years of experience in business administration, public administration, or related fields.*

OR

Ten (10) years of experience in business administration, public administration, or related fields.*

AND

At least two (2) years of the qualifying experience must have been at the supervisory level.*

Required to have and maintain a valid driver’s license to operate a motor vehicle in New York State. May be required to utilize government vehicles for various travel. Must report any changes in license status to Chain of Command and Human Resources.

May also be required to acquire and maintain a military driver’s license to operate military vehicles and equipment in accordance with NGB standards to include medical evaluation requirements – current and as amended.**

In accordance with state and NGB standards, will be required to obtain and maintain a SECRET clearance to determine suitability, loyalty, and trustworthiness and have an appropriate clearance to allow access to computer networks and restricted areas.

Duties Description This position is not in the Classified Service of New York State, but is covered under New York State Military Law. Exercises overall responsibility for the operation and maintenance of the Camp Smith Training Site (CSTS/Post) and reports to the Director of Facilities Management and Engineering (MNFE) or other appropriate supervisory chain. Establishes policies and procedures for use of the Post by military units and other civilian tenants and users, sets priorities for maintenance and operation, and coordinates use. Directs the management of the non-appropriated fund accounts and prepares and implements the operating budget.

Is responsible for the day-to-day management of CSTS comprised of both state and federal personnel. Ensuring military readiness of the Post is an essential component of the Director’s responsibilities. Ensures compliance with policies and procedures to include federal and state statutes; National Guard Bureau (NGB) standards, specifically those requirements of the Master Cooperative Agreement (MCA) between the NGB and the DMNA; agency and labor contract duties and responsibilities; and internal controls – current and as amended. This position is management confidential and is not covered under labor contract provisions within the DMNA.

Job duties and responsibilities include but are not limited to:

• Manages all aspects of daily operations to include staff oversight, security control; building and space utilization; billeting operations, etc.
• Oversees all aspects of capital construction projects to include new construction and major and minor rehabilitation projects.
• Manages and oversees the budget allocation for CSTS operations in coordination with MNFE and the Budget and Finance Office (MNBF).
• Ensures proper work standards are established and met.
• Organizes and allocates physical assets in order to support daily, weekend, and annual utilization of same for military training and other CSTS utilization.
• Schedules maintenance and operational support to resident activities.
• Manages a staff of full and part-time federal and state employees to efficiently operate the Post on an around-the-clock basis.
• Supervises employees of varying levels of job experience.
• Conducts conferences to establish plans for maximum Post utilization.
• Ensures equitable and proper use of facilities during training periods.
• In coordination with the purchasing unit, participates or oversees the purchasing of goods and services necessary to Post operations.
• Develop Standard Operating Procedures (SOPs) where applicable.
• Coordinates as required the use of rotary wing aircraft on the Post.
• In conjunction with the non-military use coordinator at DMNA Headquarters, negotiates agreements for non-military use of CSTS facilities.
• De-conflicts and coordinates activities of users of the Post.
• Maintains effective relationships with local government, civic, and law enforcement agencies.
• Provides periodic reports to Executive, agency departments and other State Agencies to include such information as the status of utility operations.
• Maintains and coordinates the installation environmental programs.
• Ensures energy management and consumption are in accordance with efficient energy utilization requirements.
• Periodic travel using various modes of transportation will be required.
• Complete and attend training as required.
• Other position duties as assigned.
