Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Associate in Instructional Services OR be reachable on the Civil Service eligible list for this title.

If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered.
For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Assistant in Instructional Services (English Language Arts 7-12) OR
Candidates must possess a master's degree AND possess a New York State permanent or professional certification in English Language Arts 7-12 AND have five years of professional experience in a public school or private school teaching English Language Arts 7-12.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in Instructional Services (English Language Arts 7-12) position in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students. The incumbent of this position will provide subject-specific technical assistance, assist school administrators, teachers and parents on learning standards and new assessments, prepare training materials and implement and monitor educational grants. The incumbent of this position will work to ensure the successful development and administration of the High School Equivalency (HSE) examination battery and the Regents Examinations in English Language Arts (ELA). Other duties of this position include, but are not limited to, the following:

• Manage the work of contractors in the preparation and review of the HSE examination battery;
• Prepare and review HSE examination battery and Regents Exam forms, rubrics and supplementary test materials and monitor progress through the test development stages;
• Coordinate the development and review of future test questions and test forms for the HSE examination battery and Regents Exams in ELA, including convening and conducting exam review committees and key teacher consultant committees, participating in committee work and scoring sessions to provide content expertise in development of State exams;
• Recruit and train teacher consultants to write questions for assessments, develop and field test exams, review and revise questions for field testing, and work with the Content Advisory Panel (CAP) to review field passages, questions and operational forms;
• Provide information and assistance related to assessments to HSE testing centers, HSE preparation programs, providers of professional development for HSE instructors, school personnel, professional organizations, State and federal governmental agencies, the CAP, and the public;
• Represent the Department at meetings and projects related to the NYS assessments; and
• Assist senior management in planning and carrying out the work of the Office and supervise subordinate professional and clerical staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
