Minimum Qualifications +Minimum Qualifications for Non-Competitive Appointments:
A Bachelor's or higher level degree and nine years of progressively more responsible management experience, at least four years of which must be in a field related to environmental conservation, protection, or natural resources. This experience must include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives. A Master's degree may be substituted for one year of the specialized experience and a Ph.D. may be substituted for two years of the specialized experience.
Preferred Qualifications: Preference may be given to those candidates with a Bachelor's or higher level degree in fisheries or wildlife science and have experience directly related to fisheries or wildlife management.
Duties Description Under the general direction of the Deputy Commissioner for Natural Resources, the incumbent is responsible for the direction and administration of the Division of Fish & Wildlife. Duties and responsibilities are as follows:
• Plan & direct the administrative activities required to carry out division operations:
o Direct the development of division goals, measurable objectives, and long range plans for the Division and its organizational components.
o Direct the preparation of the annual work plans and budget requests.
o Direct the allocation of funds and other resources and account for their effective use.
o Develop and maintain administrative systems to carry out program objectives.
o Direct the development and maintenance of management reporting systems for auditing program accomplishments.
o Make Human Resources decisions, provide general supervision and direction to a subordinate staff of professional, technical and support personnel.
o Complete and execute with 9 regional directors program plans that document quantity and quality of work to be performed by Central Office and Regional Fish & Wildlife staff.
• Administer systems for the development of rules, regulations and procedures for the protection, management and enhancement of the State's fish and wildlife resources:
o Advise the Deputy Commissioners and Commissioner on policy decisions.
o Provide recommendations for the formulation and implementation of Department policies, orders, and rules and regulations governing the management and use of fish and wildlife and their habitats.
o Direct the integration of fish and wildlife management policies into specific programs and activities of the Department.
o Provide technical assistance to the regulated community on matters related to fish and wildlife resources.
• Establish and maintain liaison with other governmental agencies, boards, commissions and lay groups concerned with fish and wildlife resource management programs:
o Represent the Department on matters related to fish and wildlife resources that are before the legislature and other public agencies.
o Represent the Department within the state and externally on regional, national and international issues affective fish and wildlife resources.
o Advance and protect the interests of New York's resources and users of those resources.
• Serve as principal advisor to the Executive Office on matters relating to fish and wildlife resources and their management.
• Keep abreast of innovations and emerging discoveries in fish and wildlife management and determines the possible impact and implementation of new ideas in New York State.
• Provide professional guidance and encouragement to staff and interested public implementing an ecosystem approach to management of the State's fish and wildlife resources; assure appropriate levels of training and professional enrichment to Division staff; encourage affiliation of professional staff with societies in their areas of expertise; make presentations to interested publics interpreting ecological principles and facilitating partnerships among groups with common purposes.
• Foster teamwork, collaboration, innovation, cooperation and team spirit across the Central Office and regional staff. Encourage mentoring of new staff.
Additional Comments Travel, overtime and overnight travel may be required. Weekends and holidays may be required.
