Minimum Qualifications Seven (7) years of progressively responsible experience in a large scale Information Technology (IT) environment administering and coordinating IT related activities and functions, including at least three years of experience in planning, developing, directing or coordinating emergency or disaster response services.

Substitution: A bachelor's degree in the Information Technology or a related field may substitute for up to two years of experience. An associate's degree in the Information Technology or a related field may substitute for up to 1 year of experience.

Duties Description The Information Technology Services (ITS) Agency Emergency Management Coordinator is responsible for coordinating the development, review for appropriateness and maintenance of Continuing Operations plans for ITS in the event of an emergency, including plans at the enterprise level, for the various clusters within ITS, and for the shared data center. The incumbent serves as the liaison and provides IT assistance for the NYS Office of Emergency Management. In this capacity, the Agency Emergency Management Coordinator works with approximately 10 emergency operations center staff that maintain the Emergency Operations Center (EOC) network as well as organizes approximately 15 volunteer ITS staff attached to specific shifts in the EOC during its activation. The Coordinator maintains liaison with the Federal, State and local staff as to the location and operability of local disaster recovery and assistance sites. This position involves occasional travel to locations statewide.

Under the Manager of Information Technology Services 1 (Systems Programming) in the Chief Technology Office, the Information Technology Services (ITS) Agency Emergency Management Coordinator coordinates ITS staff and equipment resources related to the agency’s role in Statewide disaster preparedness and recovery, including:

- Coordinates and provides the emergency resources needs to the ITS network staff that are responsible for the equipment set up, ongoing support to and network connectivity of the EOC;

- Administers and coordinates various IT- related functions to ensure that internal and external entities plan and implement emergency and disaster procedures;

- Deploys, schedules and monitors the performance of ITS staff assigned to local disaster recovery sites; and

- Maintains equipment inventories and deploys equipment to disaster recovery sites.

• Recruits, assigns, schedules and supervises approximately 15 ITS volunteer staff that act as emergency liaison planners during EOC activation; provides for readiness of these staff by ensuring that they receive mandatory Federal training as well as ITS process training necessary to work at the EOC.

• Maintains an ongoing liaison with preparedness staff in other NYS agencies to facilitate infrastructure and application access to support Department of Homeland Security Emergency Services activities.

• Maintains liaison with staff from FEMA, county executives and other local officials to recommend, establish and maintain connectivity in agreed-upon disaster recovery locations.

• Develops and updates Continuing Operations (COOP) Plans and associated policies and procedures that meet ITS program standards including:

- Coordinates and facilitates planning team, data collection, documentation, and plan development;
- Evaluates existing mitigation “capabilities” through research of local plans, regulations, policies and programs and review of programs and documents;
- Identifies and incorporates data into Emergency Management (EM) plans and other documents; performs risk assessment analyses on hazard data and writes significant portions of planning documents;
- Ensures ITS emergency plans are consistent and compatible with the regional and state emergency plan guidelines;
- Develops all hazard planning annexes, procedures, Emergency Operations Plans, checklists, field operating guides and job aids for preparedness, response, recovery and disaster mitigation;
- Schedules, manages and monitors the testing of emergency management plans, including the creation and review of training exercises, and preparation of quarterly updates to the plans;
- Develops and recommends emergency management procedures and program policies; conducts data research and analysis, and prepares reports; and
- Plans and conducts training, exercises and drills related to disaster plans to ensure ITS-wide readiness and the response capability of the emergency management system, first responders and internal partners.

• Serves as a liaison and emergency preparedness technical resource to planners at various levels of government, including:

- Works with senior staff in partner with State and local public agencies and nonprofit organizations to develop and coordinate emergency plans and to ensure that disaster recovery and assistance sites are properly equipped, network-ready and functioning properly;
- Provides technical assistance to staff from State and local agencies with plan development; critically reviews these plans for accuracy and completeness; and
- Leads, coordinates and/or participates in multi-disciplinary groups, activities or meetings, including agenda preparation, tracking of action items and monitoring compliance with project schedules.

• Support functions include the preparation of correspondence, reports, presentations and other materials related to emergency management programs; the maintenance of essential records, maps, and charts; and assistance in the preparation of emergency public information packages.


Additional Comments Some shifts may require scheduled off-shift and extra work hours. Additionally, the candidate selected will be required to carry a cell phone and provide support during non-prime shift hours.

Incumbent must be self-motivated and able to work on a team that is customer-oriented.

Flextime is allowed when the incumbent is called outside the normal work hours.

The appointment would be temporary and then become permanent upon approval for the non-competitive jurisdictional class.
