Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. Bachelor’s Degree in Engineering, Facilities Management or related discipline and four (4) years of relevant experience as described below;

OR

An Associate Degree in Engineering, Facilities Management or related discipline and six (6) years of relevant experience as described below;

OR

Have at least eight (8) years of progressive hands on experience in comparable field of expertise; four (4) of which must include the relevant experience as described below.

Relevant experience - Experience in the computerized evaluation and analysis of energy management systems and energy cost reporting systems involving office buildings of at least 250,000 gross square feet, or complexes of 10 or more separate occupied office buildings comprising of 1,000,000 or more square feet.

AND

Within first year of appointment, must independently complete Certification in Energy Management Applications course and test.

Required to have and maintain a valid driver’s license to operate a motor vehicle in New York State. May be required to utilize government vehicles for various travel. Must report any changes in license status to Chain of Command and Human Resources.

Must be able to read and write in English.

Must be familiar with and be able to independently use commonly utilized software programs such as Microsoft Word, Excel and E-mail.**

Required to have or successfully complete within 90 days of receiving computer access, all SFS, Statewide Learning Management System (SLMS) and other computer databases and training as related to position duties.**

In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required.

Preference will be given to those candidates who also possess the following:

• Relevant experience in the commercial or government sector working with energy efficiency projects.
• Energy-related technical knowledge of one or more commercial building systems related to design and operation.
• Experience developing and coordinating energy efficiency projects.
• Demonstrated knowledge of retail and wholesale energy markets.
• Demonstrated knowledge and experience in commercial building systems and their energy use.
• Supervisory Experience.

Incumbent of this position works within the Directorate of Facilities Management and Engineering. Individual will provide direction, guidance and leadership in agency matters relating to energy consumption, utilization and conservation. Responsible for the development, coordination, and implementation of the agency’s Statewide energy program. Also responsible for preparation of the agency’s energy budget estimates; coordinates energy audits; monitors energy expenditures; provides input to the Construction and Engineering Branch for rehabilitation and improvement projects, as pertains to energy conservation and management of the agency’s preventive maintenance program in relation to energy – particularly for heating and air conditioning systems.

The position performs responsibilities in accordance with National Guard Bureau (NGB) standards, agency policies and applicable federal and state statutes. Day-to-day operations are carried out in accordance with the Master Cooperative Agreement between NGB and DMNA, as well as agency and labor contract policies and procedures – current and as amended – where applicable. This position is management/ confidential and is not covered under labor contract provisions within the DMNA.



Duties may include, but are not limited to, the following:

• Serves as the advisor to the Director of Facilities Management and Engineering on policy and issues relating to the agency’s energy program – conservation, utilization, priorities and projects – inclusive of Army/Air National Guard and State.
• Develops, maintains and updates the energy program.
• Acts in accordance with federal and state laws, executive orders and other required regulations.
• Where applicable, seeks outside funding through grants (Federal and State), cost share and utility provider initiatives to assist in meeting agency energy program requirements.
• Establishes program to meet mandates for energy efficiency through coordinated application of federal and state guidelines. Seeks outside funding through grants (State and Federal), cost share and utility provider initiatives.
• Prioritize work assignments in coordination with facilities management unit for agency maintenance personnel in the area of heating, boiler and HVAC repairs.
• Responsible for review and oversight of agency energy conservation practices.
• Establish procedures for the recording and monitoring of energy consumption, energy flow and related data as required.
• Track energy consumption of building systems as compared to possible alternatives.
• Implement procedures using actual facility variables and verify resulting information.
• Develop and lead plant/facility energy audit teams in the identification of energy efficiency and process improvement opportunities.
• Ensures all energy conservation projects to be implemented have been determined economically feasible by audits.
• Coordinates projects related to energy usage.
• Responsible for on-site inspections, to include facility energy reviews.
• Ensure all Occupational Safety and Health Administration (OSHA) guidelines are adhered to in relation to energy program.
• Represents the agency at meetings and on committees involving energy management.
• Will prepare correspondence and reports relating to energy program. May be required to present data and materials.
• Ensures accurate and timely maintenance of all databases utilized in the agency’s energy program.
• Requests funding from federal and state resources to implement energy conservation opportunity projects by completing required documentation.
• Advises and assists in developing energy conservation programs for the agency’s facilities throughout the State – including development and implementation of control strategies to maximize energy efficiency.
• Inspects facilities to ensure compliance with energy guidelines, conducts energy reviews, and ensures operational capability for emergency electrical power systems.
• Provide input to the budget process for energy requirements to include rehabilitation, equipment life expectancy and improvement projects associated with energy conservation.
• Will work with outside entities as needed to ensure proper program implementation and efficiency.
• Identify and implement other energy conservation projects and practices to include sub-metering on all non-metered facilities.
• Determine life expectancy information as well as maintenance and replacement costs for equipment or building components using manufacturer specifications and/or established statistical information and charts. Provide recommendations on replacements.
• Weigh energy and life cycle costs of base building systems as compared to possible alternatives.
• Track energy consumption of buildings to establish baseline data.
• Analyzes and negotiates revisions of utility rates with utility companies.
• Determines potential for private purchase of commodities based on state laws and regulations.
• Briefs State National Guard leadership on status of overall facilities energy and water conservation program.
• Performs energy conservation awareness training at user levels.
• Will regularly use computers for correspondence, data and information tracking, electronic communications, etc.
• May have supervisory responsibilities.
• Must be capable of working in a team-oriented environment as well as individually.
• Periodic travel using various modes of transportation will be required.
• Complete and attend training as required.
• Non-rotating 37.5 hour work week – must be available to work additional hours, possibly weekends, as needed.
• Performs other duties as assigned with facilities operations and maintenance.

Job Requirements:

• Working knowledge of the methods, materials and tools for performing energy use audits.
• Working knowledge of the construction and safe and efficient operation of boilers, chillers, auxiliary heating, ventilating and air-conditioning equipment and low voltage electrical and generating equipment.
• Working knowledge of OSHA, Public Employee Safety and Health (PESH), Environmental Protection Agency (EPA), New York State Department of Environmental Conservation (NYSDEC), Health, NYS Uniform Fire Prevention and Building Code, and "Right to Know" legislation.
• Working knowledge of energy conservation concepts in relation to building illumination, heating, ventilation, cooling, cooling and ventilating equipment and ancillary electrical systems.
• Ability to read and interpret technical manuals, specifications, design drawings and wiring diagrams including related energy conservation specifications and best operational practices.
• A working knowledge of the various industry standard data base spreadsheets software applications.
• Ability to read and write in English.
• Demonstrate reliability and trustworthiness.
• Proficiency with Microsoft Office Suite; specifically MS Word and Excel as well as use of electronic mail (E-mail) and the Internet.
