Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c services as an Education Program Assistant 1.

§70.1 Transfer: One year of permanent competitive or 55b/c service in a title SG-14 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

§70.4 Transfer: Candidates may be eligible for transfer to Education Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-9 or higher AND have standing on the PCO, PATT or PMI eligible lists.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or the Public Management Intern Eligible list may be considered for appointment.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking applicants to fill an Education Program Assistant 1 (EPA 1) position in the Office of Professional Assistance Program (PAP). The EPA 1 will perform a variety of activities in a team environment to provide support for a variety of functions connected to the licensure and regulation of professions licensed pursuant to Title VIII of the Education Law. The duties of this position will include, but are not limited to, the following:

• Manage all daily office functions, including providing professional level support to Acting Professional Assistance Program (PAP) Executive Secretary and case managers, Legal Services Deputy Director and attorneys, and PAP Board Members, by managing and monitoring the budget, personnel, and business services for the program;
• Coordinate and prepare all confidential materials for PAP committee hearings for licensees (550) with substance abuse problems statewide who are being monitored by the PAP and assists during hearings;
• Support case managers who monitor professionals with substance abuse and mental health diagnoses who are admitted to the PAP by monitoring and collecting reports and drug screen results;
• Conduct special studies, research and statistic projects for the annual meeting and success rates studies;
• Assist with pre-admission telephone interviews with potential participants by evaluating applications and records and ensuring they meet the requirements of the program, including submitting all necessary documentation;
• Establish and maintain a system for tracking deadlines and follow-up to ensure that appropriate information is being prepared and completed;
• Serve as a liaison with internal and external partners and stakeholders;
• Organize hearing dates with multiple parties;
• Assist with the Regents Review Committee meetings;
• Assist NYC legal assistant with preparing notice letters and calendars, arranging hearing schedules, and organizing the record for hearings and the Regents Review Committee;
• Prepare and track legal documents, forms and correspondence;
• Supervise staff; and
• Record and monitor the status of legislation gathered and create materials and summaries of legislation and current legal developments pertinent to the Department.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval. Candidates will be required to provide proof of degree and transcripts. Promotions and transfers may change appointees’ negotiating unit. The salary listed above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Trainee 1 starts at $35,535, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Education Program Assistant 1 upon successful completion of a two year traineeship.

*Leads to a maximum salary of $53,606 through annual performance reviews.
