Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming).

§52.6 Transfer: One year of permanent competitive or 55 b/c service in a title SG-21 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Eligible List Appointment: Candidates who are reachable on the Information Technology Specialist 3 (Programming) eligible list may be considered for appointment.

*Leads to a maximum salary of $85,635 based on annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants to fill the position of Information Technology Specialist 3 (Programming). The ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. Under the supervision of an Information Technology Specialist 4, the incumbent of this position will be responsible for the analysis and implementation of technical enhancements required of the Educational Finance/Rate Setting application system (EFRT). The duties of this position will include, but are not limited to, the following:

• Serve as lead technical developer for the EFRT application system which will require system analysis, development, troubleshooting, testing and deployment;
• Collaborate with program office and IT staff to understand the business requirements of the NYSED STAC and Rate Setting environment;
• Analyze the impact of proposed system modifications on existing components and implement the needed revisions;
• Upgrade EAD application modules to align with supported versions of database software;
• Assure that the EFRT system meets security standards and conforms to security best practices;
• Supervise and mentor Information Technology Specialist 2 staff.
• Provide input to EAD architecture discussions and collaborate with colleagues in an effort to assist with overall development of staff skill sets;
• Develop project plans and status reports for business staff and IT management;
• Assure systems and procedures are appropriately documented, meet Department standards, and follow generally accepted IT practices; and
• Exhibit knowledge and experience with using the following software: Enterprise Application Development, EAE and/or LINC, JAVA, UNISYS Mainframe, CANDE and WFL, UNISYS DMSII and Oracle databases structures.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
