Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service eligible list for this title;

OR

Transfer Opportunity: Candidates must have one year of permanent status in a position within two salary grades of Grade 16 and be eligible for transfer via Section 70.1 of the Civil Service Law;

OR

Provisional Appointment: Candidates must have a master of psychology degree from a regionally accredited college or university psychology degree program, which prepares graduates for master's level psychologist positions in clinical, forensic, or community mental health settings. Qualifying degree programs must have included coursework in diagnostic psychological and behavioral assessment tools and treatment modalities for psychological and behavioral disorders. You must indicate the major field of study on the application form.

A Certificate of Advanced Study or its equivalent is not a master's degree and is not qualifying as a degree.

Examples of qualifying degree programs/majors include but are not limited to: clinical psychology, clinical forensic psychology, community psychology, counseling psychology, school psychology, and child psychology.

Non-qualifying master's and doctoral degrees include, but are not limited to the following: degrees in education, counseling, clinical counseling, clinical hypnosis, community counseling, educational counseling, forensic counseling, guidance counseling, human relations, marriage and family counseling, professional counseling, rehabilitative counseling, school counseling, student and personnel services, mental health counseling, psychological counseling, pastoral psychology, transpersonal psychology, neuroscience, experimental psychology, industrial or organizational psychology, and health psychology.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

NOTES:

1. In order to be eligible for appointment and to maintain
employment, you cannot be listed as an excluded individual or
entity on any of the Federal and/or State Medicaid and Medicare
exclusion lists (or excluded from any other Federal or Federally
assisted program). If you are appointed and subsequently listed
as an excluded individual or entity on any of these lists (or
excluded from any other Federal or Federally assisted program),
you may be terminated from your employment.
2. If appointed you may be required to become an enrolled
Medicare provider; obtain and provide to your employer a
National Provider Identifier (NPI) number issued by the National
Plan and Provider Enumeration System (NPES); and otherwise
actively participate to the degree necessary to allow for your
services to be billed through Medicare and Medicaid. If you are
appointed and you lose the ability to bill through Medicaid and
Medicare, you may be terminated from your employment.

Duties Description As a Psychology Assistant 3, you would, under the close supervision of higher-level psychology staff and as a member of a treatment team, assist in administering psychological tests, completing behavior assessments, and in conducting psychological evaluations and research. You would also assist in the development of treatment plans, or behavior support plans and you may be required to counsel individuals and assist in individual, family, and/or group therapy.

Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

This position is eligible for a Mid-Hudson adjustment of $1,513.

This position is at Central New York Psychiatric Center’s Downstate SMI-V Unit located on the grounds of the Downstate Correctional Facility in Dutchess County.
