Reassignment: One year of permanent competitive or 55b/c service as an Assistant in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section §70.4 Transfer
A candidate may be eligible for nomination for Section 70.4 transfer to Assistant in Education Improvement Services if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Assistant in Education Improvement Services position in the Office of Charter Schools. This Office provides authorization and oversight of charter schools and monitors the implementation of school charter agreements between the Board of Regents and charter schools. This Office also conducts evaluations of school performance and makes renewal and closure recommendations to the Board of Regents. The incumbent of this position will assist in developing, conducting, supporting and reviewing programs to help schools improve educational services and provide safe school environments. Other duties of this position include, but are not limited to, the following:

• Assist with implementation of procedures, protocols and guidelines to monitor and evaluate authorized charter schools, including applications to establish new charter schools;
• Assist with providing guidance and oversight during the charter school planning period to ensure compliance with rules, laws and regulations prior to opening for instruction.
• Assist with performance monitoring, charter revisions, non-renewals, revocations and closures;
• Collect, review and analyze data and reports submitted by charter schools to assess student outcomes, financial risk and performance benchmarks;
• Contribute to multi-disciplinary team and perform program and fiscal site visits at schools statewide, including coordinating with schools in advance of a visit, coordinating qualified site visitors to conduct focus group interviews, classroom observations, data gathering and document review;
• Complete written reports for each site visit and develop, support, and guide the activities of consultant and volunteer school site visitors;
• Assist in the development of written recommendations, reports, or memoranda containing policy and evidence-based analysis related to charter renewal, non-renewal and revocation for consideration by Department leadership and the Board of Regents;
• Assist with the conduct of relevant research and preparation of written materials, including the collection of program data related to charter school initiatives;
• Collaborate with other Office staff to ensure relevant data is included in evaluation reports;
• Collaborate with liaisons to charter schools to ensure timely and effective completion of monitoring and evaluation work;
• Serve as a liaison to a subset of charter schools to provide timely responses to questions and correspondence;
• Collaborate with other Department offices to plan and implement events to support strong outcomes for schools and students, including online webinar platforms and in-person events; and
• Perform special projects as assigned.

CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. * Leads to a maximum salary of $81,415 based on annual performance advances.
