Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.
Ability to read and write in English and be able to understand agency and program policies, procedures, rules, and regulations.
Must possess and maintain a valid driver’s license to operate a motor vehicle in New York State.
Bachelor’s Degree preferably in accounting, economics or finance, including at least 24 credits in accounting and/or auditing.
AND
Four years of experience in accounting, audits, examinations, or program reviews, including two years in a supervisory capacity.
OR
Master’s Degree in accounting, economics or finance.
AND
Three years of experience in accounting, audits, examinations, or program reviews, including two years in a supervisory capacity.
* Other combinations of education and work experience, including military, may be considered, however, candidate must demonstrate direct relevance to the job duties noted above.
In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required.
At all times, the employee MUST maintain minimum standards in accordance with current agency requirements and directives noted above; failure to do so will subject the individual to disciplinary action, including possible termination.

Under the direction of The Adjutant General, or designee, the Senior Internal Control and Audit Specialist will ensure agency policies and procedures are efficient and consistent with agency goals, responsibilities, State Law and where applicable, National Guard Bureau requirements. The Senior Internal Control and Audit Specialist duties include the following:
• Review the agency’s policies and procedures relative to audit and internal control functions.
• Examine specific agency and department activities to determine if adequate and appropriate control measures are in place.
• Evaluate the ability of internal and, when applicable, external audits to identify and address weaknesses within the agency.
• Design an internal reporting and tracking system to measure the agency’s internal control efforts.
• Identify internal control weaknesses and recommend necessary corrective actions.
• Update, revise, and prepare internal controls to reflect current programs, procedures, and policies.
• Compile statements of management policies and standards.
• Identify internal control training requirements.
• Conduct assessments and internal control reviews.
• Review whether policies and procedures are followed to ensure that State assets and resources are adequately safeguarded and used appropriately, and agency financial and management information is properly prepared.
• Compile an inventory of existing internal controls.
• May be required to travel.
• May be required to attend or conduct periodic training.
• Other project and job related duties as assigned.
