Minimum Qualifications Bachelor’s degree and three years of children and family services experience* including or supplemented by two years in the planning, development or delivery of child abuse and/or neglect programs.
Experience must include or be supplemented by one year of investigative experience.
*Children and family services experience may include, but is not limited to, adoption services, foster care services for children and/or adults, preventive services and protective services for children and/or adults.
Note: All candidates appointed to this title must be able to fulfill the transportation-related duties of the title at the time of appointment, and throughout their tenure in the title.
Duties Description
This position is directly related to the health and safety of children in institutions. The work of the Child Abuse Specialist constitutes the front-line responsibility of investigation all allegations of child abuse in institutions, as well as developing plans of prevention and remediation. The Child Abuse Specialist must investigate allegations of child abuse/maltreatment in State Operated facilities and voluntary agencies. They must initiate an investigation and make a safety assessment and decision within 24 hours if the child in question should be physically transferred from the facility where the alleged incident of abuse and/or maltreatment occurred. They must obtain evidence from witnesses and they must make a determination regarding their findings. The Child Abuse Specialists are necessary to maintain managerial accountability of the institutional abuse investigations, which occur on a 24-hour, 7-day basis.
There are changes to the role and responsibilities of the Child Abuse Specialist position as a result of the Protection of People with Special Needs Act and the formation of the Justice Center and Vulnerable Persons Central Register. In addition to conducting investigations regarding alleged abuse/maltreatment, staff in a Child Abuse specialist position are required to conduct 24 hour safety assessments for all of the above listed programs and Family Type Homes for Adults. Also, any significant incident that is reportable to the Justice Center is the responsibility of the Child Abuse Specialist staff. These factors will increase the number of cases each investigator must handle, while at the same time expand the scope of each investigation and increase the documentation process as there will be two new database systems
