Minimum Qualifications Preferred Qualifications: A college degree, preferably a master's, and 10 years in a senior management position dealing with a wide range of IT issues including both IT operational and system development experience. At least 5 years of experience should be in managing technology for an organization of 500 or more employees, performing systems integration, and managing multi-million dollar budgets resulting in delivery of efficient and cost effective services that meet business needs. Excellent interpersonal, organizational and communication skills.

Duties Description The Department of Financial Services is seeking candidates to fill the position of Assistant Director of Information Technology in its Information Technology (IT) Business Unit. The Assistant Director serves as the second-in-command of the IT organization, ensuring that the Deputy Superintendent of IT’s vision and leadership for the strategic integration of IT initiatives comes to fruition. The Assistant Director also handles the daily management of activities under the general direction of the Deputy Superintendent of IT. The duties of this position include, but are not limited to, the following:

• Participates with the Deputy Superintendent of IT in formulating policies regarding appropriate IT usage to effectively integrate the Department’s systems and enhance accessibility to all customers.

• Assists in the development of strategic and operational planning activities, and the coordination of system evaluation, deployment, and management.

• Performs administrative and strategic functions to assist the Deputy Superintendent of IT in managing the operations of the organization.

• Assists in risk assessment/evaluation activities; communicates findings to the Deputy Superintendent of IT, Senior Staff, and related Department leadership.

• In consultation with the Deputy Superintendent of IT, manages the preparation of analysis and cost benefit studies, which result from customer requests, policy changes, system problems, and emerging technologies.

• Reviews policy determinations for the impact on the Department’s IT operations and makes recommendations to the Deputy Superintendent of IT.

• Conducts table-top exercises designed to test the enterprise-wide disaster recovery plan and business continuity plan. Develops and implements changes to the plans, based on the test findings, industry recommendations, and related best practice strategies.

• In consultation with the Deputy Superintendent of IT, assists with the approval, review, and control of projects in the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.

• Reviews hardware and software acquisition contracts and maintenance contracts for programmatic correctness, adherence to Department and/or State policy, and compatibility with agency programs and goals; proposes edits/additions for consideration by the Deputy Superintendent of IT.

• Monitors oversight of service level agreements (SLA); ensures the provider is in compliance with agreed-upon standards, accessibility, time frames, and related requirements. Takes steps necessary to get provider and/or the Department into compliance with agreed-upon provisions of the SLA. Makes recommendations to the Deputy Superintendent of IT on SLA changes/additions.

• Manages the preparation of detailed work plans for staff resources and monitors work plans for progress, adjusting resource allocation and priorities as necessary. Ensures that appropriate resources are available to complete the project by the needed due date.

• Keeps current with trends and issues in the IT industry, including current technologies and prices. Advises, counsels, and educates executives and management on their competitive or financial impact.

• Ensures that an appropriate level of security exists for automated information systems; oversees systems vulnerability tests and works with staff to identify and remediate threats and vulnerabilities. Ensures that all staff are trained in cybersecurity protocols.

• On behalf of the Deputy Superintendent of IT, fosters strategic relationships between IT resources, strategic entities and interdepartmental taskforces; serves as the Deputy Superintendent of IT’s representative on related taskforces and workgroups.

• Ensures that subordinate managers conduct performance reviews of direct subordinates, and that managers are timely in the completion and submission of performance review documents.

Additional Comments SALARY IS COMMENSURATE WITH EXPERIENCE

This position will be filled in either Albany or NYC – travel to alternate location will be required.
