Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent, non-competitive or 55b/c service as an Investigative Specialist 1 OR six years of experience in a field investigative position, which must include:
? conducting interviews of witnesses and others;
? taking written statements and affidavits;
? collecting and analyzing physical and documentary evidence; and
? preparing detailed written reports of investigative findings.

SUBSTITUTION: An associate's degree in Criminal Justice or related field may be substituted for two years of qualifying experience. A bachelor’s degree in criminal justice or a related field may substitute for four years of qualifying experience. Related fields include: law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic pathology, forensic science, and economic crime management. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy (OEP) is seeking to fill an Investigative Specialist 1 position within the Office of School Personnel Review and Accountability (OSPRA). This office is responsible for preparing and prosecuting cases against teachers and school administrators who lack moral character to hold such a credential pursuant to Education Law. The OSPRA is also responsible for making determinations concerning whether employment clearances for school district officials should be issued based upon fingerprint supported criminal history background checks. The duties of this position will include, but are not limited to, the following:

• Review criminal history responses to make clearance determinations;
• Decipher complex criminal history reports to ascertain what information is appropriate for consideration for clearance determinations;
• Respond to inquiries from general public and/or applicants regarding the clearance process;
• Draft correspondence to applicants for activities related to clearances;
• Correspond with courts, police departments and other law enforcement entities to obtain information related to criminal history information;
• Make clearance and/or denial recommendations in accords with the standards of the Correction Law; and
• Maintain criminal history information and disposition information on the Teach Online Services System.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent non-competitive appointment. Filling of this position is contingent upon Division of the Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $66,494 based on annual performance advances.
