Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as a Senior Librarian (Technical Processes).
Provisional Appointment: Candidates must have either: 1) a master’s degree in Library Science from an American Library Association accredited school AND two years of full time post-degree professional librarian experience in a medium to large library environment where your primary duty includes: acquiring library materials; acquiring, classifying and describing government documents from a federal or state agency for addition to the library’s collection; or cataloging library materials using one or more of the following metadata standards: RDA, Dublin Core, MODS or METS.; OR 2) a master’s degree in Information Studies from an American Library Association accredited school AND two years of full time post-degree professional librarian experience in a medium to large library environment where your primary duty includes: acquiring library materials; acquiring, classifying and describing government documents from a federal or state agency for addition to the library’s collection; or cataloging library materials using one or more of the following metadata standards: RDA, Dublin Core, MODS or METS; OR a combined master’s degree in Library Science/Information Science from an American Library Association accredited school AND two years of full time post-degree professional librarian experience in a medium to large library environment where your primary duty includes: acquiring library materials; acquiring, classifying and describing government documents from a federal or state agency for addition to the library’s collection; or cataloging library materials using one or more of the following metadata standards: RDA, Dublin Core, MODS or METS. A Master’s degree in computer science or information technology is not qualifying.
Note: The Civil Service examination for this title is being given in August 2016. In order to be considered for a provisional appointment, you must have signed up to take this examination. The deadline for the examination was June 22, 2016.
Duties Description The New York State Library (NYSL) is seeking to fill a Senior Librarian (Technical Processes) within the Technical Services and Systems (TSS) Unit. The TSS Unit acquires, catalogs, and processes approximately 95,000 items annually purchased from commercial publishers, gifts/deposits from individuals, New York State agencies as well as from the United States Government Printing Office. Under the direction of the Principal Librarian (Technical Processes), the Senior Librarian (Technical Processes) will serve as the Government Documents Librarian and will be responsible for overseeing the New York State Document Depository Program and the regional Federal Depository System in New York State. Duties of this position will include, but are not limited to, the following:
• Maintain adherence to state and federal requirements that must be followed to ensure access to state and federal information;
• Oversee the processing of state and federal documents in all formats;
• Participate in the processing of New York State agency e-documents for inclusion to the NYSL’s digital management system to ensure public access and ensure that e-publications are properly archived and preserved in the dark archive;
• Respond to questions and provide guidance to state agencies regarding deposit of their official publications at NYSL;
• Assist libraries regarding availability of state documents through the New York State Document Depository System;
• Respond to questions and provide guidance to selective federal depository libraries in New York State regarding the Federal Depository Library Program requirements;
• Approve discard lists of selective federal depository libraries in New York State;
• Approve and coordinate plans along with the United States Government Printing Office for adding or dropping selective federal depository libraries in the Federal Depository Library Program;
• Communicate with Federal Depository Library Program staff and respond to information requests/surveys and assist in the assessments of New York State federal depository libraries;
• Update, maintain and create New York State and federal documents web pages on NYSL internet site;
• Participate in the NYSL social media activities to promote government documents; and
• Provide information services five hours per week as the Government Documents Librarian to a diverse public onsite, by telephone, and via email.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
*Leads to a maximum salary of $70,013 with annual performance advances.
