Minimum Qualifications A bachelor's degree in media, communications, journalism, broadcasting, public relations, or related field and five years of experience in public governmental relations and/or in writing or producing content for various media; as well as a minimum of three years supervisory experience; or at least ten years of related experience, including a minimum of three years of supervisory experience.

Duties Description Reporting to the Director of Communications (Special Assistant), the Assistant Public Information Officer will act as the Internal Communications, Print and Digital Media Manager. The incumbent will be responsible for developing and executing an internal, comprehensive communications plan, manage a team of communication and event specialists to drive internal communication activities and events that support employee engagement, and create an understanding of ITS objectives, strategies and goals. The incumbent will also be responsible for managing strategic and day-to-day communications activities. The incumbent will develop and implement a communications plan designed to improve communication and messaging to drive impact, and to enhance ITS’s image as a first-class IT service provider.

Illustrative duties include, but are not limited to the following:

• Directly supervise internal communications staff in the development of communications materials, events, and other various projects to inform and engage employees working in the ITS organization;

• Directly supervise the Communications and Digital Marketing Team in the development of communications materials to highlight NYS technology initiatives, and to inform stakeholders;

• Build and improve the identity and brand of ITS, including look and feel, and messaging;

• Identify, research and promote unique stories about the Office of Information Technology Services, and NYS technology initiatives through online and traditional media channels;

• Oversee creative communication assets, ranging from traditional materials like print to video production. This includes, but is not limited to, the production of annual reports and newsletters, brochures, correspondence, the production of videos and other virtual materials;

• Create leadership materials including PowerPoint presentations and dynamic scripts;

• Keep up with media trends, and explore opportunities for new communication channels;

• Ensure websites and social media sites are up-to-date and relevant. Responsible for the implementation and expansion of the use of social media technologies;

• Ensure messages delivered are consistent, easily understood, and are delivered to the appropriate project stakeholders;

• Optimize communications by measuring effectiveness and engagement through surveys and metrics for continuous improvement to the communication strategy;

• Direct and coordinate communication activities designed to foster teamwork, emphasize training and career development opportunities, and address issues that affect the workplace;

• Plan, edit and write content for a variety of internal communications channels, including print and on-line;

• Work with diverse members of the ITS organization, across all departments and functions, to align communication planning, and to ensure consistent messaging across all platforms;

• Identify state and national IT awards opportunities and submit nominations that highlight NYS technology successes;

• Identify opportunities to partner on technology related events. Pursue and qualify prominent speaking roles for executive management at large scale technology-focused events. Oversee execution of agency or state sponsored events, such as the IT Leadership Academy and the New York State Digital Government Summit;

• Responsible for other projects and assignments on an ad-hoc basis;

• Perform full range of supervisory responsibilities.
