Minimum Qualifications Twelve years of experience in the field of Information Technology, three years must have included acting in a management capacity.

General experience must include: systems development and implementation, business process reengineering, application development and data management, and planning and directing major technology projects. Knowledge of IT procurement and budgeting within a government or a not for profit organization and interagency/intergovernmental IT management is preferred. Experience running a large operations environment is a plus.

A Master’s degree may be substituted for up to four years of general experience.

Duties Description The NYS Office of Information Technology Services (ITS) provides New York State with the ability to consolidate and optimize IT investments across all of state government, and to advance industry best practices while sustaining service delivery to partner agencies and enhancing service to citizens.

ITS is currently ‘home’ to approximately 4,000 professionals who handle the delivery of the full range of information technology services to over 50 partner agencies including Tax, Health, Justice, Human Rights, State Police, State Parks, Agriculture and Markets, DMV, Workers Compensation, Civil Service and Veterans Affairs with responsibility for IT expenditure of over $1.5bn per year.

We are seeking innovative, high impact technology professionals with a ‘can do’ attitude to join our leadership team and play a key role in this journey.

Under the direction of the Revenue and Transportation Cluster Chief Information Officer (CCIO), the Deputy Chief Information Officer assists the CCIO in directing a consolidated IT organization that serves the needs of all agencies; collaborates with an executive board of agency Commissioners and their Deputies to ensure that IT activities align with their agendas and needs; participates in IT strategic planning and governance programs to ensure alignment of IT services and investments with agency business needs; provides initial oversight of the portfolio of IT investments and provides recommendations to the CCIO; ensures allocations of IT resources within agencies are monitored appropriately; works with the CCIO in developing long and short term goals for agencies and collaborates across groups to maximize resources. Informs the implementation of enterprise IT policies, programs and services and oversees the planning, development, delivery and operation of IT services and initiatives consistent with the IT Strategic Plan. Duties include, but are not limited to:

• With the CCIO, participates in Governance Board and provides recommendations to the Board’s activities relative to IT investment decisions, budget planning and project portfolio management.
• Reviews the framework for all new projects including budgets, staff resources, hardware and software needs.
• Develops strategies for identifying shared services and outcomes within cluster agencies to better leverage resources.
• Ensures that business needs of customers are considered throughout the project lifecycle.
• Develops and implements communication plans which include customers, IT staff, enterprise executive staff, and other CIOs.
• Takes the lead in operational escalation to ensure services delivered meet customer expectations.
• Collaborates with agency Commissioners and agency program directors to align IT investments, services and projects with cluster agency business needs and priorities as well as ensuring that appropriate customer service levels are being maintained.
• Participates in the Cluster Executive Board (CEB) to provide an executive-level forum for cluster strategic planning, investment decision-making and setting priorities for significant cluster technology projects.
• Participates in the development and regular updating of an IT Strategic Plan for the cluster.
• Meets regularly with the agency Commissioners or other leaders to ensure communication regarding ITS initiatives which impact the agencies is proactive and informed.
• Assists the CCIO in working with executives, program directors and IT staff to identify opportunities for sharing IT services across agencies.
• Identifies programmatic commonalities and synergies among agencies and develops common technology solutions to leverage opportunities for increased operational efficiency and more effective constituent service across agencies.
• Oversees the development and implementation of technology standards to ensure a standardized and efficient delivery of technology services throughout ITS, consistent with industry best practices and enterprise technology standards.
• Oversees all project deliverables, resolves issues as needed and advises executive staff in business unit and ITS of issues/problems that may impact outcomes.
• Performs full range of supervisory responsibilities and represents the CCIO when unavailable to participate in meetings or provide deliverables.
