Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Associate in Education of Children with Disabilities.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section §70.4 Transfer: A candidate may be eligible for nomination for §70.4 transfer to Associate in Education of Children with Disabilities if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 24 or higher.

NOTE: If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in Education of Children with Disabilities position in the Office of Special Education. The Office of Special Education works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, services New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Supervisor in Education of Children with Disabilities, the incumbent of this position will implement the Special Education Quality Assurance (SEQA) review process to ensure compliance with federal and State regulations and statutes. Other duties of this position include, but are not limited to, the following:

• Provide technical assistance and respond to inquiries to resolve concerns from parents, constituency groups, school districts and other State agencies;
• Collaborate with other State agencies and network partners to improve outcomes for students with disabilities;
• Implement complaint management procedures;
• Ensure the development and implementation of Special Education Space Requirement Plans; and
• Review issues and determinations on innovative waivers, variance requests and special education program applications.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $97,632 based on annual performance advances.
