Minimum Qualifications Bachelor's Degree in human services or social sciences; AND eight years of experience in programs for older adults. Four years of this experience must have been directly involved in long term care facilities; two years advocacy experience in the human services field; and two years supervisory experience.

A Master's Degree may be substituted for one year of the general experience.

Duties Description The Director, Long Term Care Advocacy, serves as the State Long Term Care Ombudsman as defined in the Older Americans Act of 1965 and the New York State Elder Law. The Director manages, oversees, coordinates, guides and monitors all activities of the agency impacting on the health, safety, welfare and rights of residents in long term care facilities. The position reports to the Deputy Director, Executive Division.

30% Design and implement programs for older adults and oversee the operation and compliance of regional ombudsman programs:

• Administer a coordinated system of advocacy services to investigate and resolve complaints of residents of long term care facilities and protect and ensure residents' health, safety, welfare and rights;

• Oversee fifteen (15) regional ombudsman programs to ensure the health and safety of long term care residents in cooperation with other agencies and organizations; directly and indirectly supervise the staff whose responsibility it is to oversee the 15 regional ombudsman coordinators. These regional coordinators oversee a network of more than 800 volunteers statewide who provide service to 161,000 long term care residents in New York State;

• Represent the interests of the residents before government agencies and seek administrative, legal and other remedies to protect the health, safety, welfare and rights of residents;

• Ensure that the State LTCOP has an up-to-date certification training curriculum for all Coordinators and Ombudsman Volunteers.

25% Develop policy, regulations, guidelines and standards related to long term care facilities:

• Develop policies and guidelines to promote long term care residents' health, safety, welfare and rights, and recommend systemic changes needed to enhance the residents' well-being; examine issues/problems with the long term care system and make recommendations for improvement. Develop policies, guidelines and procedures for regional ombudsman programs statewide that will ensure that the activities of staff will carry out the mandate as set forth in federal and State law; and advise the Agency Director of recommended changes in such laws, regulations, policies and actions as appropriate to promote the health, safety, welfare and rights of residents in long term care facilities and advocate for such changes as appropriate.

20% supervise the provision of training and technical assistance and develop and implement local service program monitoring protocols:

• Provide for the training and certification of regional ombudsman volunteers and oversee staff technical assistance and monitoring of regional programs; provide for training of the volunteer representatives of the Office of the State Ombudsman to ensure the provision of services to protect the health, safety, welfare and rights of residents; utilize electronic based reporting system to evaluate outcomes; and ensure the NORS (National Ombudsman Reporting System) report for the Administration for Community Living (ACL) is completed and sent to AoA in a timely manner.

15% Supervise and direct professional staff:

• Directly and indirectly supervise the activities and performance of a staff including one Senior Assistant State Ombudsman (LTCAAS 2) and 3 Assistant State Ombudsmen (LTCAAS 1) and one support staff member; and monitor unit activities, such as completion of appropriate reports and participation in relevant internal meetings.

5% Coordinate intra- and interagency activities:

• Developing policy and program strategies, options and initiatives to advance the well-being of older adults and ensure that long term care residents receive quality care.

5% Prepare written reports

• Prepare and submit the annual report National Ombudsman Reporting System (NORS) of program complaints, activities, and administrative information to ACL by the prescribed dead line.

Additional Comments This position requires approximately 25 percent travel.
