Minimum Qualifications MINIMUM QUALIFICATIONS:

REASSIGNMENT: One year of permanent competitive or 55b/c service as an Information Technology Specialist 3.

§70.1 TRANSFER: One year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Data Communications, Database, or Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Operations), Mapping Technologist 3 or Chief Computer Operator.

§52.6 TRANSFER: One year of permanent competitive or 55 b/c service in a title SG-21 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

ELIGIBLE LIST APPOINTMENT: Candidates who are reachable on the Information Technology Specialist 3 eligible list may be considered for appointment.

*Leads to a maximum salary of $87,351 based on annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants to fill the position of Information Technology Specialist 3. The ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent in this position will report directly to the Chief Information Officer and will be responsible for the support of NYSED’s Executive IT Project Portfolio Governance process. The duties of this position will include, but are not limited to, the following:

• Design, develop, test and maintain the Department’s project management portal using Sharepoint;
• Facilitate Department project portfolio meetings, including schedule meetings, prepare agendas, and record and distribute minutes;
• Maintain the Project Portfolio binder;
• Establish best practices and standards for IT project management within the Department; a
• Promote the use of generally accepted project and portfolio management standards;
• Manage small to medium-sized IT projects;
• Mentor Information Technology staff on project management practices;
• Exhibit knowledge and experience with using Sharepoint; and
• Lead small to medium IT projects using standard project management techniques.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
