52.6 Transfer: You may be eligible for Section 52.6 transfer to Human Resources Specialist 1, SG-18 if you have one year of contingent-permanent or permanent competitive service in a Grade 16 or above title designated as administrative under Section 52.6 of the Civil Service Law.
70.4 Transfer: Applicants who have one year of contingent-permanent or permanent competitive service in a Grade 11 or above title; have a Bachelor’s degree, and have taken and passed the Professional Career Opportunities (PCO) examination or Public Administration Transition Test (PATT). Those applying under this option must complete and submit a form NYS-APP , application for New York State Examination.
Section 55B/C Appointment:
• 55B/C eligible candidates with a Bachelor’s Degree may be eligible for appointment to Human Resources Specialist Trainee 1
• Employees with one-year of permanent or contingent-permanent non-competitive service pursuant to Section 55B/C of the Civil Service Law, may be eligible for a new 55B/C appointment if they meet the technical requirements for transfer pursuant to Civil Service Law.
Note: Candidates who have successfully completed a traineeship and advanced to the journey level may transfer without the full year at the journey level provided all other conditions for transfer are met.
Duties Description STANDARD DUTIES: The incumbent will serve as the primary Personnel liaison for assigned program(s). Provide assistance, advocacy, guidance and advice on all facets of personnel management including but not limited to providing guidance on benefits, leaves and transactions; preparing agency classification requests and supporting justifications for new positions, reclassifications, reallocations, earmark releases, and other classification and compensation matters. Participate in examination development; conduct position recruitment; evaluate candidate eligibility for transfer, reinstatements, eligible list and other types of appointments, assist in the resolution of various staffing issues; conduct out of title work grievances; and participate on special projects as needed.
