Minimum Qualifications • Master's degree in public policy, public administration or business administration

Preferred Qualifications:
• Experience in Performance Improvement Management and Quality
• Experience developing and reviewing policies and strategies
• Analytical, literacy and numeracy skills sufficient to research, interpret, compile and write performance reports

• Excellent written and verbal communication skills, including the ability to communicate complex issues to a variety of audiences, as well as communication skills honed for presentations and negotiations

• Ability to develop and maintain good working relationships with internal and external partners

Duties Description Working within the Management and Performance Unit of the Division of the Budget, the Senior Performance Improvement Policy Analyst will report directly to the Unit Chief and have broad responsibilities for coordinating and providing guidance on strategic planning and performance management for all State entities. The candidate must be able to act independently, as a representative for executive management, to implement a performance management and improvement process that leads to a positive and measurable impact for the citizens of New York State.

Responsibilities will include, but not be limited to:

• Manage and coordinate enterprise-wide efforts to ensure that performance management (PM) and quality improvement (QI) programs are developed and managed using a data-driven focus that sets priorities for improvements aligned to ongoing strategic imperatives.
• Assure that enterprise-wide PM and QI initiatives are aimed at improving operational and program efficiencies and effectiveness; participate in organizational strategic planning and provide leadership for PM and QI policy development; provide leadership and coordination for improving core functions and evaluating the impact of systems improvements.
• Build, implement and ensure effectiveness of the Division of the Budget’s Performance Management and Improvement System; support and assist in meeting objectives and developing best practice guidance.
• Establish a continuous performance and quality improvement effort, including a monitoring process to report the status of performance and quality improvement efforts and impacts.
• Develop a statewide annual accountability report.
• Coordinate performance management and quality improvement capacity building for all levels of management and employees.
• Contribute to the development, preparation and review of DOB policies, strategies and plans, liaising with internal and external stakeholders as necessary, ensuring a robust Strategy and Policy framework.
• Co-ordinate the approach to performance management, leading on the development and presentation of performance reports and benchmarking activities, and supporting the corporate performance management framework.
• Lead on the continual development and embedding of a performance culture throughout the Division and Executive Branch agencies.
• Participate in a national network of performance improvement professionals, sharing best practices, tools and materials, to identify and support the adoption of best performance and quality improvement practices.
