Minimum Qualifications Excellent organizational, administrative, and communications skills, both oral and written; experience in the management and oversight of daily operations and staff, with demonstrated leadership skills, such as the ability to mentor and motivate and the ability to work with and build consensus among multiple stakeholders.
Duties Description Under the general direction of the Medicaid Inspector General (MIG) and as a member of the Executive staff, the incumbent works closely with the MIG and other Executive staff. The incumbent manages the strategic direction and overall operation of the Division of Administration. Specific duties include, but are not limited to:
Provide overall oversight and direction for the Office of the Medicaid Inspector General’s Division of Administration.
• Confer with the MIG and/or other executive-level managers to define administrative projects, initiatives, and long-term goals and objectives.
• Direct and oversee Division of Administration Bureaus: Bureau of Budget Management, Bureau of Collections Management, Bureau of Human Resources Management, Bureau of Operations Management, and Bureau of Procurement and Fiscal Management.
• Recommend actions to be taken regarding budget, human resources, contracts, collections, and logistics.
• Set policy, standards, and procedures for all areas of administrative operations.
• Evaluate activities and functions of the Division of Administration for effectiveness and efficiency; realign or redeploy resources as appropriate; recommend and/or implement procedural or process improvements, as necessary.
• Oversee the preparation of periodic progress reports and report status of ongoing projects to Executive Staff. Participate in regular meetings with other Deputies and executive-level staff.
• Provide information and guidance to agency Executive staff regarding administrative procedures, issues, and objectives.
Oversee the day-to-day operations of the Division of Administration.
• Provide direct supervision to Bureau Directors.
• Oversee subordinate managers in carrying out administrative projects and initiatives; provide guidance, advice, and/or direction in resolving sensitive or critical issues.
Represent the OMIG with internal and external stakeholders.
• Work with agency Executive staff and program managers to develop and implement the agency’s Annual Budget request.
• Form and maintain collaborative relationships with other governmental entities or stakeholders, such as the Department of Health, Division of the Budget, Department of Civil Service, Office of the State Comptroller, and Office of General Services.
• Assist the MIG in preparing internal and external communications, reports, and other special projects, as directed.
