Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Public Health Nutritionist 1; OR New York State employee with one year of permanent or contingent- permanent competitive service in a title at or above a grade 20 and eligible for transfer under section 70.4 of the Civil Service Law by meeting the open competitive minimum qualifications listed below.
Provisional Candidates: Open Competitive Minimum Qualifications: Currently registered with the Commission on Dietetic Registration, the credentialing agency for the American Dietetic Association AND two years of full-time, professional experience, after successful completion of the Registered Dietitian exam, in the field of nutrition or dietetics, including one year experience as a nutritionist or dietitian in a public health or community nutrition program; or in a governmental agency in the oversight and review of health care/ health related facilities licensed by a state department of health or federal health agency; or in a health care facility licensed by a state department of health. Substitution: A Master’s degree in public health with a major in nutrition, a master’s degree in nutrition with emphasis in public or community health, or a master’s degree in applied human nutrition with six graduate credits in public health may be substituted for one year of the required general experience.
Preferred Qualifications:
The preferred candidates would have excellent communication, analytical and organizational skills and a strong command of public health as it relates to child and maternal nutrition. Must be able to work independently and handle multiple priorities in a fast paced environment.
Duties Description The Bureau of Supplemental Food Programs (BSFP), Nutrition Section is currently recruiting to fill two (2) vacant Public Health Nutritionist 1 (PHN1) positions. The BSFP administers the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) and the Farmers Market Nutrition Program. The Nutrition Section is responsible for the management of WIC Program nutrition and health services; focusing on nutrition education and assessment; obesity prevention and promotion of healthy lifestyles. The PHN1’s will be involved in multiple activities, including: long and short term program planning related to the implementation of the new Management Information System (NYWIC) and electronic benefit transfer (e-WIC); the Local Agency Compliance and Self-Assessment (LACASA) process; developing and updating nutrition education resources; review of training materials; core nutrition services; and management of nutrition-related WIC publications. The PHN1’s will also coordinate nutrition-related activities and policies/procedures with other units within BSFP, Division of Nutrition and other programs within the NYS Department of Health, the United States Department of Agriculture (USDA), Centers for Disease Control and Prevention (CDC), other WIC State agencies, and community-based organizations/coalitions.
Additional Comments Contingent-permanent or provisional, full-time. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation may be required. 70.4 transfer and provisional candidates will be required to take and pass the next holding of the Civil Service PHN1 examination. Provisional candidates must be eligible for appointment from the resultant eligible list to maintain continued employment as a PHN1.
