Minimum Qualifications Provisional: Bachelor’s degree and two years of experience administering or analyzing disability, aging, health, or social services programs for older adults or in the development, delivery or monitoring of long term services and supports (LTSS). OR Six years of experience administering or analyzing disability, aging, health, or social services programs for older adults, three years of which must have been in the development, delivery, or monitoring of LTSS.
Preferred Qualifications
Preferred candidate should have excellent written and oral communication skills; strong analytical skills; the ability to think strategically and creatively; the ability to work independently and in a team environment; proficient in the use of standard office technology and basic Microsoft applications including Word, Excel, and PowerPoint; experience with, or knowledge of, NYS public health insurance programs (e.g., Medicaid Managed Care, Managed Long Term Care and Child Health Plus) and Medicare is preferred.
Duties Description This position is responsible for oversight and administration of 1915c Medicaid Waiver Programs in the Bureau of Community Integration and Alzheimer’s Disease (BCIAD) in the Division of Long Term Care. The Nursing Home Transition and Diversion (NHTD) Waiver and Traumatic Brain Injury (TBI) Waiver programs provide home and community based services (HCBS) to adults who are Medicaid eligible for community based care and determined in need of nursing home level of care. Additionally, the Care At Home (CAH) I/II Waiver services children under 18 years of age deemed in need of hospital or nursing facility level of care. The position provides technical and operational assistance to 9 Regional Resource Development Centers (RRDCs), Local Social Service Districts (LDSSs), providers, and advocacy groups. Responsibilities include oversight and assistance with the daily operations of the programs’ contractors, providers, participants and stakeholders. Duties include: gathering information and referrals regarding program services; developing program policies and guidance documents; completing audits of program functions; oversight of contracts and program costs; provider enrollment; completion and oversight of investigations and complaints; ongoing review and analysis of program and participant data. Other responsibilities include review and analysis of serious reportable incidents; monitoring fair hearing actions; and completion of other quality assurance functions, reporting and policy developments. The incumbent will assist in the transition of waiver services from a fee-for-service system to a managed care model, a duty that will expand in scope as transition timelines roll out.
