Minimum Qualifications MINIMUM QUALIFICATIONS:
Strong understanding of and experience in OPWDD’s Service Delivery processes, including the Front Door and Residential Support Categories (previously the Certified Residential Opportunities (CRO) protocol. Information technology knowledge and skills and expertise in Access, Excel and OPWDD’s EAA (Eligibility, Assessment and Authorization) tracking and reporting system.
Candidates must be reachable for appointment on the current NYS Civil Service eligible list or a current New York State employee with one year of permanent service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Duties Description POSITION DESCRIPTION:
The Mental Hygiene Program Evaluation Specialist 4 (MHPES4) is responsible for supporting key initiatives critical to the successful delivery of OPWDD services to individuals and their families. The MHPES4 is responsible for assisting the Deputy Director of Regional Offices in oversight of major service delivery elements, including the Front Door and the Residential Supports protocol. This includes assisting with the development of policy and protocol that allows OPWDD’s regional offices to successfully implement new initiatives needed to support OPWDD’s Transformation Agenda and move to managed care. Oversight of data and reports related to the Front Door and Residential Supports, including oversight of the Residential Supports database, are key functions of the position.
PRIMARY DUTIES AND RESPONSIBILITIES:
This position works with the Deputy Director of Regional Offices to implement the initiatives listed above. Duties include, but are not limited to, the following:
• Provide statewide coordination and oversight to OPWDD’s Front Door. Ensure consistent quality and approach to Front Door procedures.
• Engage in program evaluation and continuous quality improvement activities associated with OPWDD initiatives such as Front Door (FD), Service Amendment (SA), and Residential Support Categories (RSC) protocol. Partners in this effort include central office leadership, counsel’s office, DDRO leadership, and other stakeholder groups.
• Facilitate statewide conference calls, and assist the Deputy Director of Regional Offices in providing guidance to DDRO Leadership on operations issues associated with the above-initiatives.
• Serve as the project lead in the development and on-going support of various IT systems associated with the Front Door, Service Amendment, and the Certified Residential Opportunities system. Work with Information Technology Services (ITS) to assist in the refinement and further development of IT processes.
• Provide in person and WebEx training to DDRO staff related to the above-initiatives.
• Work with the Deputy Director of Regional Offices to develop policy and protocol that allows for the successful implementation of new initiatives such as FIDA IDD, CFCO, and No Wrong Door.
• Along with NWD partners from state agencies such as the Department of Health, Office of Mental Health, and New York State Office for the Aging, develop policy, procedure, and protocols associated with the implementation of No Wrong Door.
• Serve as the business lead on the OPWDD Front Door electronic tracking system enhancement project in partnership with ITS and DDRO leadership.
• Develop and update as needed standardized template forms for implementation statewide with input from counsel’s office, DDRO staff, stakeholders, and other relevant OPWDD divisions.
• Collaborate with the Deputy Director of Regional Offices, the Division of Strategic Planning and Performance Measurement, and other OPWDD leadership in the development of metrics and performance measurement programs associated with FD, SA, CRO, and NWD.
• Analyze data and produce reports as requested by senior leadership.
• Participate in special projects as assigned by central office leadership.
