For Permanent Appointment:
Candidate must be a current New York State employee eligible to transfer under Section 70.1 or 52.6 of the Civil Service Law. A few examples of titles eligible for transfer to DDPDS 3 are: Developmental Disabilities Program Specialist 2, Community Development Specialist 2, Licensed Psychologist, Mental Health Program Specialist (MHPS), MHPS 3, MHPS 4, Program Operations Specialist (POS) 3, & POS 4.
For Provisional Appointment:
In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment:
A Bachelor’s degree and five years of professional administrative experience in the field of Developmental Disabilities, three of which must have included responsibility for policy analysis* or standards development.**
*Policy Analysis is the examination, assessment and development of policy approaches to providing supports and services to people with developmental disabilities. Policy takes the form of legislation, regulation and/or agency policy direction.
**Standards Development is the researching, writing, editing and formatting of regulations for programs operated and certified in the field of developmental disabilities. Standards development is a multi-step process that involves the analysis and incorporation of relevant information that results in the final promulgation of a regulation.
Experience in the following areas is NOT QUALIFYING: Experience primarily involved in reviewing and inspecting programs for compliance with established legal requirement, standards and/or contracts for program services OR which is primarily involved in interpreting and/or implementing policy or standards.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Duties Description POSITION DESCRIPTION:
OPWDD’s Money Follows the Person (MFP) Program will facilitate individuals moving from institutional residential settings into qualifying community settings with person-centered planning and follow-up to ensure each person’s needs are met and their quality of life is improved. This position will serve as the Project Director in the oversight of OPWDD’s participation in the MFP Demonstration to ensure the ability to meet federal program requirements.
PRIMARY DUTIES AND RESPONSIBILITIES:
Responsibilities include, but are not limited to, the following:
• Supervising activities in all aspects of program implementation including public outreach and education, training and technical assistance;
• Supervising assigned MFP staff;
• Executing MOUs;
• Processing single/sole source contract requests;
• Drafting Requests for Applications, review of protocols/oversight of vendor selections;
• Coordinating financial/statistical data for CMS reports;
• Developing policies and procedures related to MFP participants and related LTC rebalancing activities;
• Developing Operational Protocol updates for DOH management for submission to CMS;
• Reconciling vendor payment vouchers and program reports to assure meeting contract deliverables;
• Overseeing completion of the MFP Quality of Life surveys;
• Compiling cross contractor survey data;
• Developing annual project budgets;
• Providing technical assistance/training to MFP staff and contractors;
