Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as a Supervisor in Education of Children with Disabilities.

Section 70.1 Transfer: One year of permanent competitive or 55 b/c service as an Associate in Education of Children with Disabilities.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Supervisor in Education of Children with Disabilities in the Office of Special Education. This Office works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools in New York State serving preschool and school-age students with disabilities, and provides technical assistance to parents and school districts.

Under the direction of the Manager, Educational and Vocational Services Coordination 3, the incumbent of this position will supervise the Special Education Policy Unit, which is responsible for ensuring Department compliance with the federal Individuals with Disabilities Education Act. The incumbent of this position will supervise the staff and activities of this Unit. Other duties of this position include, but are not limited to, the following:

• Review federal and State laws and regulations related to the education of students with disabilities;
• Develop policies that are in compliance with federal and State statutes;
• Collaborate with the Office of Counsel and other Department offices in preparing documents related to potential regulatory changes;
• Prepare policy memoranda and guidance documents for parents, educators and stakeholders;
• Assist in the oversight of activities related to the State Performance Plan and Annual Performance Report;
• Ensure timely responses and provide information updates to the Special Education Quality Assurance Regional Offices; and
• Collaborate with other Department offices, regional education leaders and State and local agencies to represent the needs of students with disabilities as a means to improving student outcomes.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $110,105 based on annual performance advances.
