Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Associate in Education Research.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section 70.4 Transfer: A candidate may be eligible for nomination for Section 70.4 transfer to Associate in Education Research if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 24 or higher.

Provisional Appointment: If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree AND five years of professional experience where your primary duty is research. Three years of this experience must have been involved primarily with research on educational issues or topics. Non-qualifying experience: bibliographic research is not acceptable.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in Education Research position in the Charter School Office. This Office provides authorization and oversight of charter schools and monitors the implementation of school charter agreements between the Board of Regents and charter schools. This Office also conducts evaluations of school performance and makes renewal and closure recommendations to the Board of Regents. The incumbent of this position will conduct research in support of developing policies, implementing regulations and provide technical assistance to schools and school districts. Other duties of this position include, but are not limited to, the following:

• Communicate with internal and external stakeholders regarding data management compliance for schools and Local Education Agencies in New York State;
• Perform in-depth meta-analyses of academic data and prepare written reports;
• Review historic academic data to assist school districts in replicating best practices;
• Develop written materials for schools and advocacy groups regarding academic benchmarks;
• Analyze the effectiveness of educational programs at traditional public schools and charter schools by developing and examining data sets that include student achievement data, attendance trends, postsecondary variables and other related information;
• Provide reports, tables, visualizations and written analysis of data for site visit teams and communication between Department liaisons and schools;
• Identify academic pitfalls, strengths, and future trending data;
• Perform comparative analysis of school district and state outcomes by grade level;
• Manage academic, attendance, graduation and dropout data to track the accountability of schools;
• Analyze and interpret the efficacy and implications of state accountability, data policies and interventions;
• Develop and operationalize new metrics for determining school’s academic progress or decline;
• Research best practices to support the development, architecture and maintenance of data systems;
• Perform data analyses on various scenarios to determine policy implications on schools to support management decisions, long-term planning and policymaking;
• Respond to ad hoc data inquiries from internal and external stakeholders; and
• Collaborate with multiple offices to create a uniform interpretation of data policy and implementation of data collection and analysis.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit.
