Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.

The successful candidate must have good interpersonal skills, be self-motivated and be proficient in all aspects of budget analysis and presentation.

Duties Description The incumbent will be part of a three-person team in the Mental Hygiene Unit responsible for a complex array of issues, including:

• Development, negotiation and execution of the $625 million budget for the Office of Alcoholism and Substance Abuse Services (OASAS), with a major focus on the State’s growing opiate and heroin abuse epidemic.

• Day-to-day budget oversight for OASAS operations, which includes 12 regionally-based Addiction Treatment Centers, 750 State employees and nearly 1,000 provider agencies that deliver services on behalf of the State.

• Implementation of OASAS’ transition to Residential Redesign, which includes a broad-based continuum ranging from detox services to community re-integration.

Assignments will include developing and overseeing the budget for an extensive system of OASAS-sponsored community-based treatment programs that serve over 245,000 individuals with substance use disorders and/or gambling problems each year. Funding includes a complex array of Medicaid, State-aid and private insurance.
