Minimum Qualifications EDUCATION & REQUIREMENTS:
Education Level Required: Bachelor’s Degree in Finance, Accounting, Real Estate or related degree; CPA, MBA or MPA desirable.
Equivalent Experience: 4+ years of professional experience in finance/ financial project management or reporting; Experience in financial analysis, internal audit, and accounting desired; Facility with spreadsheets important
Knowledge Desired: Familiar with general practices of the Real Estate industry and/or government agencies. Excellent oral and written communication skills. Strong Microsoft Office skills in Excel, Word, and PowerPoint. Knowledge of PeopleSoft database and Access a plus. Experience in a relationship management function a plus.

Duties Description BASIC FUNCTION:
Manage day-to-day financial oversight of ESD Subsidiaries and/ or Corporate Projects as assigned. Act as liaison between Subsidiary Finance management and subsidiary(ies) or project staff, particularly with respect to funding, commitment requests, vendor payment, and ad-hoc projects. Ideally this person will be the “go-to” person for his/her subsidiaries/corporate projects and must remain up to date on all important/significant matters and keep management advised.

WORK PERFORMED:
•Perform desk audits for all vendor payment requests for assigned subsidiaries/corporate projects. Desk audits shall include, but not necessarily be limited to, verification of amounts due through the provision of satisfactory supporting documentation, confirmation of adequate funding and budgetary authority, assurance that all required approvals are in place, and inclusion of memoranda sufficient to explain any unusual or noteworthy elements of the underlying transaction(s).
•Review and provide comments on all funding documents and agreements.
•Understand key issues related to disbursements and use of funding so as to be able to assist in the financial management of assigned subsidiaries/corporate projects.
•Review and provide comments on Subsidiaries’ annual budgets. Review actual spending versus budget and investigate notable variances on a regular basis, but not less than quarterly.
•Act as primary liaison with ESD Subsidiaries (Project Managers) with respect to all financial matters, including anticipated spending obligations.
•Accurately maintain and update ESD records for Corporate funds loaned to the subsidiaries.
•Update internal reports (Active contracts report, Cash position report, 3-year Cash Flow Report) on a regular basis, but not less than quarterly.
•Review all items/materials slated for action/approval by the Subsidiaries’ Board of Directors; and provide comments.
•Communicate with various departments within ESD in order to resolve issues and carry out subsidiary-related projects. Build working relationships within General Accounting, Accounts Payable, Budget, Treasury, and Internal Audit.
•Monitor press releases/ news articles related to the subsidiaries and communicate same to Subsidiary Finance management.
•Special projects and analysis as required and assigned.
