Minimum Qualifications Seven or more years of professional experience in the qualifications below:
• Experience as a Technical Lead
• Demonstrated experience in a variety of modern software technologies.
• Experience working with several different technical and business teams.
• Demonstrated experience solving complex problems and documenting solutions/designs.
• Demonstrated ability to coach and mentor junior staff.
The following degree substitutions may substitute for experience indicated:
• Associate’s degree in computer science or related field can substitute for two years of experience
• Bachelor’s degree in computer science or related field can substitute for four years of experience
• Master’s degree in computer science or related field can substitute for five years of experience
• PhD in computer science or related field can substitute for six years of specialized experience

Duties Description The NYWIC MIS-EBT Project is a multi-year project to implement and transfer technical knowledge of the new information system to support WIC. The Project Coordinator will be responsible for the direct management and supervision of state and contract staff assigned to the project, through implementation and the transition to maintenance. The position will be assigned within the ITS Nutrition applications Unit supporting the DOH Division of Nutrition.
Duties will include but not limited to, the following:
• Provide continuous oversight and supervision of the development, business analysis and testing teams assigned to the NYWIC/eWIC project
• Supervise lower level managers and team leads assigned to the project
• Ensure proper resource utilization and work load balancing among team members
• Oversee the work of the Project Manager to ensure that the project goals and schedule milestones are being met.
• Oversee the work products of multiple vendors contracted to work on the project (Transfer & Implementation; eWIC Services; Independent Verification & Validation).
• Oversee the work products of additional ITS team resources external to Nutrition Applications (Infrastructure; OBIEE data mart).
• Manage and develop DOH client relationships where possible and appropriate
• Coordinate communication with various project resources as needed.
• Ensure client expectations are being set appropriately and managed.
• Schedule and direct and/or participate in project meetings with ITS management and DOH program staff.
• Assist subordinate staff in technical problem resolution as necessary.
• Develop timeframes around critical dates to ensure timely completion of project work.
• Escalate unresolved issues as needed.
• Work with team and vendors to ensure processes & procedures are defined and followed, and project work is in alignment with ITS standards.
• Identify opportunities for process improvement areas within and across project areas
• Provide coaching to team leads and team members as needed to help ensure teams are meeting their objectives.
• Oversee and participate in the process for knowledge transfer from the implementation vendor.
• Supervise state staff and perform supervisory duties including conducting performance evaluations, coaching or counseling as needed.
• Supervise contract staff and participate in the contractor procurement process
• Communicate with ITS and DOH executives on project progress and issues.
