Minimum Qualifications Candidates with graduate-level coursework in health care finance or policy are preferred, but post-junior level undergraduates with similar coursework, and strong writing and analytical skills may be considered. Candidates must have strong financial, analytical, problem solving skills and strong written and oral communication skills and be well-versed with Microsoft Excel.
Duties Description The New York State Division of the Budget is the primary fiscal advisor to the Governor, developing, negotiating and implementing one of the largest government budgets in the country. The Division’s professional staff review and develop recommendations for the Governor on State agencies’ and municipalities’ fiscal needs and prepare the State’s Executive Budget.
The internship is within the Public Health Section of the Health Unit which is responsible for fiscal and policy oversight of a $5 billion portfolio, including the non-Medicaid components of the Department of Health (DOH), the State Office of the Aging (SOFA) and the Office of the Medicaid Inspector General (OMIG) budgets. The continually evolving health care landscape affords this internship numerous opportunities to collaborate internally and externally on bringing constructive solutions to existing or emerging health care challenges.
The Public Health Section is seeking an intern to assist in:
• Creating forecasting tools using data loads from various outside sources in order to better project spending and utilization within various key public health areas, specifically in the area of Federal funding, nutrition and safe drinking water programs;
• Investigating the impact of the Affordable Care Act (ACA) on various public health programs;
• Fiscal analysis, budget oversight and monitoring progress of state operations expenditures and workforce (over 5,000 FTEs for DOH, SOFA and OMIG); and
• Developing briefing materials to inform decision-makers of key aspects of these programs, proposed legislation and how various initiatives may impact constituents and localities.
The position will offer the Intern a unique opportunity to evaluate and conduct research and develop recommendations related to the State’s public health programs and financing.
