Minimum Qualifications Minimum qualifications for taking the promotional examination: Must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as either A.) as a Payroll Assistant/SG-9, Payroll Examiner 1/SG-12, or former title of Payroll Clerk 3/SG-14; OR B.) in a clerical, keyboarding, or paraprofessional** title allocated to grade 12 or higher.
**Only paraprofessional titles in an office environment will be considered qualifying. Service in a direct care title is not qualifying experience.
Qualifying experience for appointment from the eligible list: after one year of the service described in the Minimum Qualifications, with the exception of Payroll Assistant Trainees. Successful Payroll Assistant Trainees will be qualified for appointment from the eligible list after one year of permanent competitive or 55-b/55-c service as a Payroll Assistant.
Duties Description Payroll Examiner 2: Responsible for the payroll of a mid-size State Agency, service as the immediate assistant to a higher level payroll examiner or other staff responsible for payroll administration for a large State Agency, or are responsible for a large payroll segment or specialized area of payroll operations in the largest State Agencies. You would be responsible for the preparation and review of State payroll for an Agency, Facility and/or a payroll program in accordance with policies, rules and regulations issued by the Civil Service and The Division of Budget. You may determine issues concerned with salaries, lump sum payments, deductions, leave credits, and other factors which affect employee payrolls.
